Debt to income ratio for a conventional loan is a maximum of 36%. In otherwords, total debt, includes credit cards (minimum monthly payment), student loans, car payments etc and the new monthly mortgage amount. Mortgage amount includes property taxes and insurance. A mortgage lender would be better equipped to respond to this question. Your credit score is only one factor in getting loan approval.

If the downpayment is less than 20%, lenders typically require an escrow account for taxes and insurance. The taxes and insurance are added to the principal and interest providing one payment for all four.

Are you meaning letting your house go into foreclosure by walking away? If so, have you considered a "short sale"? A short sale does not damage your credit as much as foreclosure. Plus, you can purchase another home in 3 years.

In answer to: I filed bankruptcy and had a foreclosure in April 2007. I currently have a credit score of 625 and am still working on it. Too soon to buy again?
The credit score for an FHA loan was 620. I believe guidelines have changed it to be 640. Guidelines also have a period of years after a foreclsoure before you can purchase another home. It is typically around 5 years. If you are not there, you are very close. We have several lenders we work with and will be glad to give you some recommendations.
