In answer to: How can I find a lender to purchase land in North Carolina? I live in NJ.
Assuming land is residential zoned and you will put a home there some day: I would suggest you contact a mortgage lender/ in the Raleigh or Charlotte branches of US Bank in North Carolina - a mortgage broker can be the middle man for you but they do lot loans as future owner occupied to build upon. If it's commercial, I have other advice...

In answer to: How can I buy a Foreclosure with a V.A. mortgage?
Please clarify your question a little more-- Yes but here are the stumbling blocks: property must meet all health and safety code violations and seller won't fix any - for example: property must be in good shape with water heater strapped properly. By foreclosure I assume you mean bank owned, not sold through a trustee. A foreclosure sale at the court house or trustee sale is not a viable VA loan possibility.
