Homes are valued based on what the similar homes to yours are sold for. Simply put, a home value is based on what a buyer is willing to pay for it at the time. There are several reasons for adding value to a home. Some might include upgrades, overall condition, lot size, location, ect. It's best to hire a Realtor or home appraiser that specializes in your area to get an expert opinion on your home values.

For many reasons. But, valued in what way? Market value? Assessment value? Your neighbor can place any value on their home. That does not necessarily denote the current worth of their home. If it is a question of the assessed value, you can go to your County Assessor's office and get that answer. But, based on your question, it seem to me that your neighbor has their house up for sale, or, contemplating a sale, and simply slapped an asking price on their home. In any event, based on what you asked, I would not loose any sleep over the difference in the value of the two homes.
Maybe your neighbor has more upgrades? If you feel it is totally unjustified, please go to your counties website. There is a form you can fill out and send to the County Assessment Officer(s), either in a form of a complaint, or a form of investigation. Hope this helps you, Sylvia
