Randal, it will depend on the lender for the HELOC. I know of some that will allow you to get a loan only in your name. But, there are other questions that I have to determine if you would qualify.

No you can not do it without your ex wife. If she is on the mortgage she would be required to sign in order to do the equity loan. However if you both would like her removed you could have her do a quit claim deed which would take her off the deed and then you could refinance without her which would take her off the loan
