If you have no rental agreement, simply tell him you are going to sell the property (both sides) and he can stay until the property sells or even possibly continue to rent out the one side if an investor buys the whole duplex. However, if an investor does buy the duplex, your relative will have to sign a lease agreement with said investor. Being honest is always the best option! There's no reason to evict him. Good Luck!
