There are not very many lots on the market in Santa Rosa that have the power, water and sewer hookups. Manufactured Homes don't tend to appreciate in value like a "stick built" home. If the property shows as a pre-foreclosure on a site such as Zillow it hasn't been foreclosed on yet. The current owners may be in default. The foreclosure process can actually take a year or more to finalize after the loan is in default, while the lender works with the owner. Once a property is foreclosed on, the bank doesn't always put the property for sale right away. Most foreclosure properties are in need of repairs also.
