Probably not what you'd like to read, the cost is absorbed by the owner. It's something that should have been considered as part of the inspection and due diligence process prior to the purchase.

The new owner. They should have had a sewer scope as part of their due diligence...

Who pays More than likely, you will have to shoulder the cost of the sewer line replacement, which can cost several thousand dollars. Homeowners insurance usually doesn’t cover it, and your local government usually will not pay for any infrastructure that is on your property.
