Can a new modular home depreciate the value of other stick/brick built homes in the neighborhood?

A modular home is considered the same as stick built home per the lenders and appraisers. So it should not have any effect on the value.

No. Modular is a technique and not a product. If the overall finish quality is similar to those in the neighborhood then there is no difference. Quite honestly many modular homes are actually built better than stick built.

Agree with Larry I've been in a few modular homes and didn't realize they were modular until I looked at the sales history. They can be beautiful valuable and very well built.
