Indeed...there is no transfer tax for both buyer and seller for transferring a property between blood or even relatives by marriage (step children etal) in pennsylvania.

I'm not sure of the question. Are you referring to purchasing a foreclosed home that you found and if money was owed on it by the previous owner?
