Penrose offers easy access to major thoroughfares and public schools
Wedged between North Loop Drive and North Zaragoza Road, Penrose offers a convenient location in El Paso’s Lower Valley. Grocery stores, fast-food drive-throughs and Mexican restaurants fill the intersection in the neighborhood’s northeastern corner. The two streets provide easy access to the U.S.-Mexico border and both Loop 375 and Interstate 10. In addition to these bustling thoroughfares, Penrose is home to an elementary school and a middle school in the Ysleta Independent School District. “That’s the most well-respected school district in the city,” says Allison Dillard, a Realtor with Keller Williams Realty who is also a lifelong El Paso resident. “The neighborhood is convenient for just about everything you need, but it's especially perfect for families that don’t want a long drive to school”
Ranch styles on small lots
Homes built throughout the 1970s and ‘80s dot Penrose’s cracked asphalt roads. Ranch styles with three to four bedrooms are common, and most houses have one-car garages or driveways. Stone or chain-link fencing sometimes encloses the modest lots. Prices range from about $100,000 to around $215,000. The Escondido Mobile Home Park has 65 homesites available to rent at the neighborhood’s core, while Canyon Square Village is an apartment complex on North Loop Drive.
Schools in the highly rated Ysleta Independent School District
Penrose is in the Ysleta Independent School District, which Niche ranks as the city’s top school district. Kids here can attend Mission Valley Elementary, graded a B by Niche, and Del Valle Middle, earning a B-minus. Both schools are in the neighborhood on North Loop Drive, but students typically don’t walk to school. “North Loop Drive is too traffic-heavy, especially before school when everyone is driving to work,” Dillard says. Students may continue to A-minus-rated Del Valle High, where Advanced Placement classes include Spanish literature, human geography and studio art.
The Lower Valley’s major shopping corridor is in Penrose
Strip malls sit at the intersection of North Loop Drive and North Zaragoza Road, which is a major shopping corridor. “Other than what’s at that intersection, the Lower Valley doesn’t have many shopping options,” Dillard says. An El Super grocery store anchors Zaragoza Village, a Spanish-style shopping strip with a Family Dollar, CVS and fast-food places like McDonald’s and Starbucks. Economy Wholesale Grocers is also on North Zaragoza Road, while furniture and clothing stores fill Plaza De Flores across the street. Zara Loop Centre has locally owned restaurants, including Jefita’s Tamales, a counter service spot, and El Atoron, known for gorditas. Cielo Vista Mall, less than 7 miles north, offers over 100 chain retailers, including Macy’s and Apple.
Drivers have easy access to Loop 375 and I-10
Though the neighborhood has sidewalks, Penrose is a car-dependent community. North Loop Drive eventually connects with Loop 375, making downtown El Paso less than 12 miles west. I-10, 3 miles north, also reaches downtown El Paso, where locals will find the Union Depot Amtrak station. It services Sunset Limited, a route between New Orleans and Los Angeles, and Texas Eagle, which runs from Chicago to San Antonio. The train tracks stretch along Penrose’s southern edge, and passing trains occasionally necessitate the stopping of car traffic at intersecting roads. Sun Metro bus stops line North Loop Drive and North Zaragoza Road. The Ysleta-Zaragoza bridge, 3 miles south, crosses over the Rio Grande and the U.S.-Mexico border, entering Ciudad Juárez. El Paso International Airport and the University Medical Center of El Paso are both about 10 miles northwest.
Pueblo Viejo Park and other recreation spaces are nearby
South of the train tracks, Pueblo Viejo Park is a greenway dotted with playgrounds, picnic tables and a basketball court. Walking paths stretch around sports facilities at Blackie Chesher Park, 2 miles east. The baseball diamonds regularly host Little League tournaments, and parents cheer from camping chairs during youth games at the soccer fields. J.P. Shawver Park, 3 miles west, is home to several playgrounds and the William W. Cowan Aquatic Center, where kids can take swim lessons and join competitive leagues. Over 100 miles of rugged hiking and biking trails span Franklin Mountains State Park, about 26 miles northwest. “Franklin Mountains isn’t necessarily close to this area, but if it’s not scorching hot on the weekend, going there is the most popular outdoor activity in the city,” Dillard says.
