An upstate New York community on the rise
Situated comfortably along the Oswego River and the banks of Lake Neatahwanta, it’s fitting that the waterfront community of Fulton is named for the inventor of the steamboat, Robert Fulton. A multimillion-dollar revitalization project is breathing new life into the small city, which is why Susan Fiorini describes it as “up and coming.” The associate broker with Howard Hanna Real Estate Services says, “There is all kinds of new development popping up and more to come, and because of that, the housing market is starting to heat up.” Plans for the downtown initiative include making highways more walkable, adding a riverfront trail network, expanding health services, and revamping a former Nestle facility into a vibrant mixed-use space.
New eateries and family-owned staples with waterfront views
Most restaurants hug the banks of the river and allow locals to enjoy views of the waterway with their meals. As part of the downtown revitalization project, a new restaurant run by the owners of Red Sun Roasting Co. in Oswego will open on South 2nd Street in 2024. While plenty of new development is to come, staple family-owned restaurants like Mama Gina’s and Mimi’s Diner have been serving locals for decades. Tavern on the Lock is a popular watering hole with a U-shaped bar and expansive deck overlooking the river. For groceries, residents can head to the ALDI on South 2nd Street near downtown or venture out to the Walmart on the city’s western end, just off State Route 3.

A new era for Fulton's parks and recreation
Waterfront recreation has been a popular pastime among many residents because of the prime access to the Oswego River and Lake Neatahwanta. At Bullhead Point, locals can cast a line into the lake from the expansive pier jutting out over the water or take off on their boats or kayaks from the launch. As part of a community-wide effort, riverfront multi-use trails at Indian Point Landing opened in 2021. The pathway, frequented by walkers and bike-riders, runs 1.2 miles to the back end of Fulton Public Library on South 1st Street. Families also gravitate toward the playgrounds at Voorhees Park and VanBuren Park, which has a fitness trail, basketball and tennis courts. Additional community facilities include the Community Ice Arena, Community Room and War Memorial. More improvements to Fulton’s parks and green spaces are yet to come, says Chris Waldron, Fulton Parks and Recreation Director. “We for the first time have created a master plan to redesign our parks and recreation,” he says, noting plans for the state-of-the-art community center and outdoor basketball and pickleball courts. The downtown initiative not only acted as a catalyst for park renovations but also for new recreational programming. “General sports were doing well, but I thought, ‘What other things can we bring to the community that are different?’” Enter programs like Arts in the Park, yoga in the park, free taekwondo classes and Syracuse’s first iRacing league. And these programs have been brought to life by the passionate individuals of the Volunteer Committee, Waldron says. “We’re lucky enough to have a dedicated group of volunteers who help inspire the community to make Fulton a better place.”

Existing and new Fulton events foster a tight-knit community
Fulton’s array of seasonal and ongoing events keeps the community engaged. Every Saturday from June to October, the Fulton Farmers Market comes alive as vendors fill the Canalview parking lot to sell their produce and handcrafted goods. For one weekend in August each year, the sights and sounds of the Fulton Jazz Festival take over the city center. The event starts with a large party at Tavern on the Lock and continues over three days with concerts at Bullhead Point Pavilion and Canal View Park. “There’s a lot of wonderful talent,” Fiorini says. “There are local and regional groups that have been in these bands for years.” The city also hosts the annual Fulton Fall Festival, held at the war memorial complex, to celebrate the autumn season with local vendors, food, musical performances and plenty of kid-friendly activities such as pony rides and inflatables.
Waldron says the changes to Fulton’s existing events and the addition of new events, along with the projects that have broken ground for the downtown initiative, have created a renewed sense of community. “It has brought people together,” he says. “People are proud of the community they live in, and these events have brought everyone in the whole town closer.”
CNY Arts Center is a cultural epicenter for the arts
One of the largest projects for the Downtown Revitalization Initiative is the creation of CNY Community Arts Center, a cultural center advocating a wide variety of arts, from fine arts to culinary and cinema arts. Completed in 2020, the building features a theater, classrooms and art studios. The center boasts a robust calendar of workshops, classes, theater performances, arts markets and other events that are open to the public and appeal to all ages.

Eclectic mix of houses on walkable streets
Residential pockets branch out from the city center, split down the middle by the Oswego River. Most of the housing inventory in Fulton is made up of colonial styles, ranging from classic to New Traditional, and ranch-style homes varying in size. Cottages, split-levels, bungalows and a handful of Queen Anne examples are peppered within the mix, adding to the neighborhood’s diverse single-family architecture. Though investor properties and fixer-uppers can price as low as $30,000, most real estate lists between $100,000 and $442,500. Rocking chairs perched on small front porches and patios encourage neighborly connection. “Fulton is a tight-knit community where people put down roots, and if they do leave, they always come back,” says Fiorini, who has been selling homes in the area for over 41 years.
Fulton also boasts a large selection of riverfront homes on the Oswego River.
Most homes closer to downtown Fulton tend to have smaller lots and are closer together.

Hands-on learning through Fulton City School District
Part of the Fulton City School District, students may start their education at Farigrieve Elementary School before advancing to Fulton Junior High School for seventh and eighth grades. Both schools receive a C-minus grade from Niche. G. Ray Bodley High School earns a B-minus rating and offers an Early College High School program where participants may earn college credits while getting hands-on experience in specializations like information technology and health sciences.
In 2024, 83% of students are at least proficient in math at G. Ray Bodley High School in Fulton.
