Rebuilding in Johnstown and Oakhurst
“Johnstown is a city that is revitalizing itself,” says Joyce Homan, a reference supervisor at Cambria County Library. “It used to be industrial. Mills and mines were kind of our bread and butter.” Since the Bethlehem Steel Corporation closed its plants in 1992, Johnstown has been slowly rebuilding. Remnants of the past remain though, including the Johnstown Wire Technologies bordering the Oakhurst area, 3 miles from downtown. The plant was built in 1921 and continues to be a major employer in the area, along with Conemaugh Memorial Health Center. The Johnstown Housing Authority runs Oakhurst Homes, a low-income housing complex with programs funded by the U.S. Department of Housing and Urban Development. JHA, in partnership with CareerLink Cambria County, implemented a training and employment program in January 2024. The free two-year program provides support to underemployed and unemployed Johnstown residents through workshops and job fairs.

Single-family homes from $20,000
Gridded streets with thin sidewalks traverse sloping hills lined with manicured lawns surrounded by fencing or hedges. Some residences have attached or detached garages, but most use street parking. Most homes were built in the 1950s and may require renovations. Foursquare and bungalow styles are the most common in the area, but no two buildings look alike. “The houses there, there’s really no pattern to the madness; it was established during a time when people built whatever they liked,” says Angela Williams, a real estate agent with EXP Realty. “There’s not the cookie-cutter situation here.” Single-family homes range from $20,000 to $70,000, while multi-family homes range from $35,000 to $55,000. “There’s been a lot of relocation to the area,” says Williams. “Everyone has different reasonings, but cost is the main reason people move here.” JHA applied to receive a grant from HUD to modernize and possibly expand Oakhurst Homes. The organization plans to not only update its property but also add amenities and build up the Oakhurst area as a whole. Oakhurst’s overall CAP Index crime score is 5, compared to the U.S. average of 4. However, it scores a 9 for other violent crimes.
