Filled with single-story homes and community pride

Named for one of the parks within the neighborhood, El Cuatro sits just next door to Laredo’s business district. Unlike its neighborhood, El Cuatro is mostly filled with residential homes. “The community is very family-orientated. It’s a pretty easy-go-lucky community,” says Joe Baeza, an investigator and public information officer for the city of Laredo who has spent most of his adult life in Laredo. “Good schools are a big deal; they are bragging rights for a lot of neighborhoods.” There are two school districts within Laredo, the Laredo ISD and United ISD, with El Cuatro zoned to the Laredo ISD. The city itself is also growing. “People relocate for opportunities,” says Baeza. “It’s mostly work-related, and a lot of it is trade.” Union Pacific Railroad, for transporting all type of goods, is just west of the neighborhood, and the Juarez-Lincoln International Bridge is about half a mile east.

Single-story homes sitting close together in the Texas heat

Most of El Cuatro is made up of ranch-style and Spanish-style homes, ranging from $90,000 to $200,000. “Housing is pretty affordable,” says Baeza. “Closer to the middle of the city, you’ll get older homes.” The neighborhood has a few multi-family homes, ranging in price from $190,000 to $315,000. Tree coverage is more consistent in El Cuatro, often covering the homes and sections of the lot to provide shade. “We’re probably the hottest community in TEXAS,” says Baeza. “HVAC systems are a necessity.” Most of the homes are single-story. Some of the streets have sidewalks, but others only have enough room for garbage cans to sit awaiting trash day. Properties tend to sit close together, often separated by a chain-link fence.

Outlet mall and live music within El Cuatro

Just south of the neighborhood, The Outlet Shoppes at Laredo has over 50 stores. In addition to clothing stores, there are four fast-food restaurants, including Tito’s Burgers and Snacks and Marble Slab Creamery. Casa Lopez Tapas Bar is open from Thursday to Saturday and has live music. For groceries, there are two corner stores, Bengal Grocery and Pina’s Grocery, in converted homes. The grocery store H-E-B is a little less than two miles east.

Wine festival and jalapeño eating contest

Celebrating its international culture, the Laredo International Sister Cities Festival has an indoor market, or mercado, featuring artisans from all over Mexico. The Wino Wine Festival Laredo showcases wines from across Texas. Lasting almost the entirety of February, the Washington Birthday Celebration has a two-week carnival, two parades, an air show and a jalapeño festival, where residents have a jalapeño eating contest. “It’s a painful experience to watch,” says Baeza. “The looks on their faces say it all when they finish.”

Medical career paths for high school

Students begin at either Christopher M. Macdonell or Anita T. Dovalina Elementary for kindergarten through fifth grade. The schools earn a C and C-plus, respectively, from Niche. Louis J. Christen Middle receives a C-minus. Raymond and Tirza Martin High earns a B-minus. The Dr. Dennis D. Cantu Health Science Magnet School, which is housed within Martin High, focuses on medical school careers, such as nursing and dental assistant. Upon graduating, students have up to 60 hours of college credit, an associate degree from the local community college and certifications in their preferred medical field.

Namesake park and plaza in front of the catholic church

Juan Ramirez (El Cuatro) Park sits in the southern portion of the neighborhood and offers both a baseball field and a basketball court. A walking path surrounds the greenspace and the accompanying playground. Across from the St. Peter the Apostle Catholic Church is Saint Peter’s Plaza, where residents can sit beneath the cover of trees or have an impromptu pickup game at the center of the paved paths.

Two buses and interstate to the east

Two buses run through the neighborhood, Route 7 and 15. Interstate 35 is about half a mile to the east. “There’s not a big traffic presence here,” Baeza says. “You can leave the house 20-25 minutes before where you need to be on the opposite side of the city and still be on time.”
