Tax increment financing opportunities aim to increase home ownership

Tightly packed national and four-square homes from the early through mid-1900s sit on small lots, usually a tenth of an acre or less, on the sidewalk-lined streets of this car-dependent neighborhood. A mix of single-family and duplex homes, some properties qualify for tax increment financing (TIF) under Racine’s initiatives to increase property values. Residential homes on 16th and 17th streets are part of a $16.47 million project offering homeowners incentives for improving homes while revamping public infrastructure. Single-family bungalows in the neighborhood are typically priced between $75,000 and $200,000, while duplexes range from $150,000 to $300,000.

Mental health access at Racine Unified Schools

Knapp Elementary School serves elementary students in the top half of the neighborhood, while Mitchell Elementary School serves those in the bottom half – both earn a C-minus from Niche. Knapp is walkable for many students in the Ward and hosts a mental health clinic accessible to all district students. Mitchell, meanwhile, is one of three kindergarten through eighth grade schools in the Racine Unified School District providing localized support through partnerships between neighborhoods and businesses. Students from these schools often transition to Park High School, which has a B-minus rating.

Durand Avenue is a hub for supermarkets and local dining

Exiting the Upper 25th Ward to the south leads to Durand Avenue, home to supermarket chains such as Piggly Wiggly and numerous mom-and-pop eateries, including bakeries and food truck stands like Taqueria Arandas Taco Truck. Along Taylor Avenue, JC Licht Ace Hardware and the Habitat for Humanity Restore offer home needs for repairs and maintenance. Martha’s Pancake House, a family-owned restaurant, is a local favorite offering breakfast skillets and pancake combos. “I create a family-style atmosphere with my restaurant because I’ve been a server in this city for over 20 years,” says Martha Rabeta, owner of Martha’s Pancake House. “People here love breakfast, and I sell out almost all the time, but I love it.” Rosie’s is a greasy spoon on the north end, open for early breakfast through late lunch.

Weekly activities at Humble Park Community Center

Located at the intersection of West Boulevard and 21st Street, Humble Park Community Center offers outdoor facilities, including softball fields, a volleyball court, a football field, and a basketball court. Indoor amenities include two community kitchens and a preschool room. Weekly activities for all ages include indoor pickleball, tai chi, and youth athletic programs that hold games and practices at the center. N. Owen Davies Park sits on the west side of the neighborhood. It features a playground and sits on the County Bike Trail that goes as far south as Kenosha.

Oldest public golf course in Wisconsin

Residents of the Upper 25th Ward have access to Washington Park Golf Course, a public course with fees starting at $10. It is the oldest public golf course still within city limits in Wisconsin. It is situated next to the Root River, a 44-mile waterway that flows into Lake Michigan. The river itself is popular for fishing, and a trail runs along the southern bank.

Convenient access to healthcare

The neighborhood is just a mile away from Ascension All Saints’ main campuses, which is the nearest hospital. West Boulevard provides residents a route north to State Highway 20 or south to State Highway 11. Both lead east to downtown and west to Interstate 94, the main route from Milwaukee to Chicago. This puts Milwaukee Mitchell International Airport, 22 miles to the north, roughly a 30-minute drive away.
