Pleasant Heights, tucked into the north-central section of Riviera Beach, is an established residential community undergoing a transition that has been decades in the making. “It’s a very old neighborhood,” says Daniel Biggs, an agent with Illustrated Properties who has been selling real estate since 1979. “There was a time back in the ‘80s when the city was looking to get investment in the area because it had become dilapidated with so many foreclosures and vacant lots. Now, you’re seeing investors tearing down older homes and building new houses. It’s impressive to see, and it’s exciting.” Despite the changes, this neighborhood remains anchored by established churches and a popular community center.

With its unmistakable red-brick façade, Hill-Top Missionary Baptist Church stands out among Pleasant Heights’ mostly one-story residential buildings. Having opened in 1965, the church is a neighborhood staple and community gathering place. The community also is served by the Pleasant Heights Missionary Baptist Church and the Lindsey Davis Sr. Community Center, which offers meal service to seniors and camps for children.

Renovations, new homes becoming more common
Though renewed investment inevitably leads to higher prices, neighborhood housing remains affordable for South Florida. Ranch-style homes are prominent among the midcentury housing that populates the neighborhood. Most homes feature either carports or attached garages. Not all streets have sidewalks, but the neighborhood is walkable and dotted by palm trees and other greenery. Small homes built before World War II are the neighborhood’s oldest. Established homes, many of which have been renovated, range from the high $100,000s to the mid-$300,000s. New custom homes typically list in the low $400,000s. Crime remains an issue amid the transition. The neighborhood rates an 8-out-of-10 on the CAP Index. However, Biggs says, he expects community upgrades to continue now that long-awaited improvements have taken hold. “The city has worked really hard to clean it up,” he says. Given its location near the Atlantic Coast, the neighborhood is at a high risk of wind damage, especially during hurricane season. Insurance rates are likely to reflect that.
