Highlands is one of several neighborhoods that make up the city of Lowell, offering residents a small community just 5 miles south of New Hampshire and 30 miles north of Boston. Located along the south banks of the Merrimack River, Highlands has a robust food scene with many restaurants and markets. The neighborhood train station has an MBTA commuter rail stop that gives commuters direct access to Boston, making it an ideal setting for homebuyers who work in the city. Victorian homes with modest yards
Built from the late 1800s to the 1960s with occasional new developments, houses in Highlands sit along straight and narrow roads connected by tree-lined sidewalks. While smaller Cape Cods, cottages, bungalows and ranch-styles may list between $300,000 and $500,000, remodeled Colonial Revivals and split levels over 2,000 square feet can go from $600,000 to $1 million. “Highlands is more distinguished by the traditional Victorian homes,” says Bob Ciccarelli, owner of Ciccarelli Homes with over 20 years of experience. “It’s for those who are looking for more suburban living.” Several two-bedroom condominiums and townhouses are also scattered throughout the area, listing for $200,000 to $300,000, and $300,000 to $500,000, respectively. Duplexes and two-unit homes often sell between $500,000 and $750,000. Depending on the size of the homes, lot sizes vary from 5,000 square feet to half an acre. Smaller single-family houses tend to be spaced more closely together. Properties along Monadnock Avenue are near Mount Pleasant Golf Club and have spacious, well-landscaped yards.

Eclectic restaurants and markets in Highlands
The mix of cultures in the area is reflected by local businesses like Phnom Penh Restaurant, a Cambodian eatery known for its pho, and the Hong Kong Market, an Asian grocery store located on Westford Street. Residents also visit Captain John’s for its seafood boils. “They've been around for a long time, so all the old-time locals like the place,” Yem says. Target and Lowe’s are right by the Lowell Connector Highway, which runs along the eastern edge of the neighborhood. Walmart and Hannaford, on the western corner of Drum Hill Road, are in the neighboring town of Chelmsford’s Drum Hill Shopping Center.

Festivals in Lowell
Lowell Folk Festival, the longest-running free folk festival in the country, has been one of the most anticipated summer events since 1990. With three days of live performances and concert lineups, the music gala also features street parades, dance parties and traditional foods served by local restaurants. The town organizes the Lowell Southeast Asian Water Festival every August with indigenous food, cultural performances and boat rides. “Thousands of people come to Lowell to participate in the festival’s boat races,” Ciccarelli says. “It’s world-renowned, and the boat teams use canoes traditional to the Cambodian and Laos communities.” Additional events include festivities for Independence Day and summer concerts at Tyler Park.
Relaxing along the Merrimack River
The Merrimack River runs beside Highlands, making the neighborhood an ideal place for outdoor activities like fishing, swimming and kayaking. “There are scenic paths for bike riding and jogging along the Merrimack River,” Ciccarelli says. “People also go there for waterfront events and festivals.” Thomas L. Crowley Park, which is within walking distance of some schools like Daley Middle and Bailey Elementary, offers a small playground for children. Roberto Clemente Park, also known as Washington Park, is a popular destination with baseball fields, basketball and volleyball courts. The Mount Pleasant Golf Club has a nine-hole course where golfers can practice their swing.

New renovations at Lowell High
Prospective schools include Dr. Gertrude Bailey Elementary School and James S. Daley Middle School, both of which have a B-minus Niche grade. Lowell High School has a B and offers over 30 extracurricular clubs and sports programs, including the Black Unity Club, Business Professionals of America, a culinary art club and an environmental group.
