My wife and I lived on the second floor apartment for 25 years.

The apartment has its own gas furnace, gas hot water heater, gas stove and a gas clothes dryer. In most apartments those appliances are electric. Gas is not as expensive as electric.

I do not believe in a lease rather this is a rental agreement where you do not have to commit to 12 months. If you move out before 12 months you will lose your deposit however if you stay a year or more, give a 30 day notice, leave the apartment in the same condition you will get most if not all your deposit back. I am a person you do not have to fight to get your deposit back.

The rent is $1,750 + gas and electric.
