As President of Higgins & Welch Appraisers, LLC, I provide appraisal and valuation services, consulting, litigation support, and expert witness testimony.
I also lead mission-driven and investment-focused entities:
•Welch Neighborhood Stabilization, LLC — redeveloping blighted properties for resale or rental to low-to-moderate income residents, strengthening the surrounding neighborhoods.
•Welch Development, LLC — creating value through acquisition, renovation, rental operations, and strategic disposition.
My mission is to create value and opportunities for others through trusted professional relationships—locally in the Philadelphia metro region and beyond. I’ve been awarded contracts by public and private organizations including the Philadelphia Housing Authority, the Department of Aviation, and the National Community Stabilization Trust, delivering real estate solutions across market studies, development strategy, affordable housing, and testimony.
