Rooted in a rich history, Blackshear is an urban San Angelo community that has evolved over the last few decades. In what was once the city’s highly segregated community north of the downtown sector, Blackshear was home to a predominantly African American population, and it remained a neglected part of the city well into the 21st century. In 2005, San Angelo created a Neighborhood Revitalization Plan to impact deteriorated neighborhoods and improve the quality of life, targeting housing, recreation and crime. In the following years, infrastructure greatly improved: sidewalks started framing the streets, traffic control signage was implemented, streetlamps were erected and blighted homes were demolished, making way for new development.
