Lucille Park is small but mighty
About 5 miles from downtown Baltimore lies the small-but-mighty Lucille Park neighborhood, tucked between Wabash Avenue and Reisterstown Road. With the hums and hisses of passing Metro trains and the clanking of auto repair shops and a transfer center, the sounds of children playing may blend into the background. Pockets of brick rowhomes from the early 1900s are situated between commercial spaces, which has allowed them to go overlooked for many years. Today, “Lucille Park is up-and-coming,” says Diane Flohr, a Realtor with Cummings & Co. Realtors, who has been working in Baltimore for more than 10 years. “The more that is invested, the more that it will continue to flourish.” With an active community center and a strong church congregation, residents get support from within the area as well. Lucille Park has an overall CAP Index score of 5 out of 10, only slightly higher than the national average of 4, but has a 9 out of 10 for violent crime.

Strength of community in Lucille Park
Along Reisterstown Road, residents have access to several resources. Jack Paulsen Park spans both sides of the road, with a large grassy field used by a local football team on the southern side and a playground and basketball courts in the northern portion. On Sundays, many people walk to Baltimore Central Church of God to worship. The church also has youth fellowship nights on Fridays and bible study on Wednesdays. Just around the corner from it is the Langston Hughes Community, Business & Resource Center, which offers an event rental space in addition to its many programs. Children can attend summer programs or serve as youth ambassadors to develop their leadership skills. To provide better food access for Lucille Park, the center has a food pantry every other Friday, and is working on a rooftop garden where they’ll grow fresh produce for those in need. Each August, National Night Out gives neighbors a chance to catch up, enjoy a meal together and meet the police and firemen that serve the area.

Brick row houses in varying conditions
Housing in Lucille Park is comprised of early 1900s, Daylight-style brick row houses with small front yards. Just past the industrial shell of the neighborhood, chain-link fences brush against the narrow sidewalks and alleyways. Cars line the streets, although homes occasionally have rear parking spaces. “Lucille Park is definitely a transitional area,” Flohr says. “It’s still affordable for those who want to invest.” While some homes boast fresh paint jobs and recent renewals, others need renovation. Updated homes generally run between $150,000 and $250,000, while those sold as-is may range from $30,000 to $90,000.

Starting out at Pimlico Elementary/Middle
Some students are zoned to attend Pimlico Elementary/Middle School, which earns a C-minus on Niche. The school partners with Family League to provide homework help and mentoring through Dream Academy for most grade levels. Pimlico serves kindergarten through eighth-grade students, and for high school, they will have a choice of specialty, magnet and neighborhood schools. One of the closest options is the C-minus-rated Forest Park High School, which was renovated in 2018 as part of a city-wide program called Transform Baltimore: Build Schools, Build Neighborhoods. With the school’s new television studio, culinary kitchen and model courtroom, Forest Park students can prepare themselves for a variety of careers. Frederick Douglass High School, also rated C-minus, will be an option in the near future — it is being rebuilt as part of the same initiative.
