New beginnings in a growing East Baltimore neighborhood

Clusters of row houses have populated the streets of Milton-Montford since 1920. Despite this neighborhood’s 1-mile proximity to The Johns Hopkins Hospital, homes here remained vacant for years. Around 2015, a period of revitalization began, encouraging hospital workers and young families to reinhabit Milton-Montford’s historic row houses. “It was a run-down, abandoned area that has grown and flourished into a close community,” says Realtor Julie Kolb with Chesapeake Residential Realty. Kolb has also held a managing role for the Station East project, a home rehabilitation initiative in East Baltimore. “Nonprofits have reestablished homeownership in the neighborhood through renovations, so it’s an exciting time and definitely a good opportunity, with prices often under $200,000.” Milton-Montford not only attracts homebuyers for its growth and affordability, but also for its convenience. With the hospital, Canton restaurants and downtown Baltimore attractions all within a few miles, it’s one of the most walkable, centrally located pocket neighborhoods in East Baltimore. The neighborhood has an overall CAP Index Crime score of 5, just above the national average. However, the scores for violent crimes are 7 and 8.

Renovating without replacing historic architecture

In Milton-Montford, passersby will notice pops of brightly painted rowhouses amidst the sea of gray stone and red brick facades. “A big part of coming in and redoing these houses was getting away from dull colors and bringing them back to life,” Kolb says. In the midst of massive rehabilitation, renovators have preserved original architectural features, as well. “A lot of homes have been redone to historic standards, so renovations are charming, unlike new, cookie-cutter constructions,” Kolb says. “If owners maintain certain elements, like wooden windows or an original staircase, they get a historic tax credit that lowers property tax for 10 years.” While newly redone rowhouses with two-to-four bedrooms can sell between about $110,000 and just over $300,000, homes in need of reconstruction can start under $50,000 and climb up to about $100,000. Street parking can be difficult to find, especially along the area’s narrower roads, so residents may have to walk a block or two to get from the car to the house. Properties here don’t have porches, so locals socialize on their front steps or in groups of Adirondack chairs. Some homeowners have created their own front-porch seating area atop the sidewalks, with plots of artificial grass, chairs and plants, often enclosed by an iron or wood fence.

Parks making a positive difference in East Baltimore

In its revitalization, Milton-Montford has seen an increase in small greenspaces, including a community garden, decorated with a mosaic sign and plants, tended to by the neighborhood association. Baltimore has also implemented many rain gardens throughout the city, one of which rests on the corner of Eager Street and Milton Avenue. Rain gardens soak up excess water to combat flooding, while also bringing a splash of nature to urban streets. Across the road from the rain garden sits Little Eager Park, a grass area with trees and picnic tables. Local sports leagues gather a few blocks east at Frank C. Bocek Park, which features a playground and pavilion for small events. Patterson Park, one of East Baltimore’s largest outdoor attractions, offers many amenities, including playgrounds, an ice-skating rink, pools and community gardens. The park hosts a variety of events, like a summer concert series at the striking observatory and group fitness classes at the rec center. Baltimore City’s Department of Aging also has a 19th-century adult day care center in the middle of the park. Children come to Utz Stadium, the park’s football field, for Patterson Park Youth Sports and Education Center programming. The organization not only sponsors a facility for athletics, but it also enhances community well-being through its diverse programs, including anti-gang and drug prevention workshops, as well as nutrition education initiatives.

Hitting the Northeast Market and dining near Canton

Practical retailers, like Save A Lot and Family Dollar, are within walking distance of most residences, and Aldi has a location about 1 mile away on East Fayette Street. Residents have about half-a-mile proximity to Northeast Market for local produce and a variety of goods, as well. Since 1885, this Baltimore Public Market establishment has provided meat, seafood and poultry vendors, a bakery and multiple deli and take-out spots. The market also hosts events, like Makers At The Market, which spotlights work from local artists. Kolb mentions that folks often head to the nearby neighborhood of Canton or closer to the hospital for restaurant options. Johnny Rad’s Pizzeria Tavern serves up Italian fare a couple blocks from Patterson Park, while Ellie’s Tavern is a Canton mainstay, known for its drinks and classic Maryland crab soup.

Public schools near Milton-Montford

Children north of East Madison Street may begin their education at Lakewood Elementary, which earns a C-plus grade on Niche, before heading to Fort Worthington/Elementary for sixth through eighth grade. Fort Worthington scores a C-minus and owns a garden near the school, growing fresh produce for the community. Students south of East Madison may attend Tench Tilghman Elementary/Middle School, which earns a C-minus and partners with Creative Alliance, a nearby arts center that hosts afterschool programs. Families have school choice for ninth through 12th grade, with C-rated Paul Laurence Dunbar High serving as the closest option. Paul Laurence Dunbar offers a P-TECH program, through which students can earn a high school diploma and/or a no-cost associate's degree. At P-TECH, students also receive first-in-line status for job placement, via partnerships with local organizations like Johns Hopkins University, the University of Maryland and Kaiser Permanente.

More opportunities for a bright future

Milton-Montford benefits from a close partnership with the Historic East Baltimore Community Action Coalition (HEBCAC). A local nonprofit organization, HEBCAC encourages communities to celebrate their heritage while moving toward an improved future. HEBCAC provides a variety of career and housing services for youth, as well as substance abuse and recovery programs for those suffering from addiction. Another local resource is the Eastside Career Center on East Madison Street. Coined as Baltimore’s One-Stop Career Center, this resource is open weekly to the public and offers employment resources to assist individuals in reaching their career goals.

Getting around Milton-Montford and Baltimore

Maryland Transit Administration and CityLink buses provide public transportation throughout Milton-Montford. For those who want to hop on the metro, the closest subway station is located at The Johns Hopkins Hospital. Drivers can also take East Madison to Hillen Street to get downtown, about 2 miles away. The closest major airport, BWI, operates about 15 miles southwest and can be accessed by Amtrak train or metro, as well.
