Hugging the New York State and Pennsylvania border, the town of Carroll features acres of farmland, dense pine woodlands and small hamlets such as Frewsburg, the town’s main commercial corridor. Western New York’s landscape has always played an essential role in its early development, with some of the community’s earliest pioneers making their way up along the Conewango Creek, a 71-mile tributary that feeds into the Allegheny River, in the early 1800s. Called the “pioneers’ highway” by local historians, the Conewango was used for rafting lumber to more extensive waterways like the Allegheny and Ohio rivers, delivering supplies and power to local mills. Today, most of Carroll’s year-round residents live in Frewsburg, while the town’s surrounding landscapes attract nature lovers, avid hunters and homesteaders with secluded barns and estates. “We get buyers moving in from all over the country,” says Jerod Zahn, a real estate salesperson with ERA Real Estate who has lived in the region for over 50 years. Apart from the tranquil landscape, “Chautauqua County still has some of the most affordable housing in the United States, even after the Covid appreciation boom.”

Log cabins, farmhouses ranch-style homes
Frewsburg is the main commercial and residential corridor on the west side of town. The rest of Carroll consists of farmland and woodlands with rugged terrain. Today, rural country roads give way to secluded log cabins, manufactured homes, and colonial- and ranch-style homes priced from the low $100,000s to the mid $200,000s. Some properties on acreage with horse barns and larger homes can sell from the high $400,000s to the $500,000s. Plots of land range from $40,000 to over $100,000 for 50 acres, while major fixer-uppers can range from $10,000 to $60,000. Carroll earns a CAP Index crime score of 2 out of 10, compared to the national average of 4.

Exploring South Valley State Forest
Perched in the foothills of the Allegheny Mountains, Carroll residents have access to thousands of acres of pristine woodlands. On the east side of town, Erlandson Overview Park marks the start of the South Valley State Forest and Pine Hill State Forest’s rugged terrain. Erlandson Overlook offers panoramic views and a covered pavilion for a sunset picnic. Trails also encircle the perimeter of the park for a short hike. “What we love about our area is the topography,” Zahn says. “It’s very hilly; there’s great hiking and great views.” Residents can also spend the evening star gazing at the Martz Observatory, 4 miles south of the overlook. This non-profit organization is open to the public for free on Wednesday evenings.
Farther east, South Valley features miles of hiking, biking and horseback riding trails. Like much of the county, its land is often used for recreational activities like hunting, trapping and freshwater fishing for brown trout in one of its three meandering streams. Winter activities include cross-country skiing, snowshoeing and snowmobiling. Avid boaters can head 10 miles from town to South Valley’s Onoville Marina Park, which hugs the Allegheny Reservoir. Residents can also opt to drive 10 miles west to the shores of Chautauqua Lake.
Kayakers and canoeists who don’t want to travel as far can utilize the Marden E. Cobb Waterway trail that weaves around Frewsburg. Young families also have access to Frewsburg Town Park, where a playground, sports fields and a calm bubbling creek make for a peaceful afternoon. The Audubon Community Nature Center is another family-friendly destination where miles of hiking trails weave through protected wetlands. The center features an aviary, interactive exhibits and day camps for kids.
Shopping and dining on Main Street
Frewsburg serves as the community’s commercial center. Local restaurants and essential establishments are scattered along a tiny Main Street. The Frewsburger Pizza Shop ironically doesn’t sell burgers, but they do sell specialty taco and Philly steak pizzas, wings, subs and ice cream. Down the street, The Corner Scoop, formerly called The Igloo, is the original ice cream shop in town. Andersons Tavern and The Dinner Bell are community staples serving American fare. However, Anthony’s Supper Club, about 1 mile away, stands out with its fettuccine Alfredo and rigatoni Lombardi with grilled flatiron steak.Tops Friendly Markets is located on Main Street for convenient grocery runs, along with a Dollar General, a liquor store and a handful of antique shops. Other essential establishments include a post office, library and houses of worship. Larger grocers, the Chautauqua Mall and big-box stores are about 10 miles away in Lakewood.

Events in Frewsburg
Residents around town gather in Frewsburg for community events. The holiday season starts at the end of November with the annual Old Fashioned Santa Parade. Spectators line both sides of Main Street to cheer on floats pulled by horses and tractors before ending at Santa’s workshop. Additional seasonal events include annual Easter Egg Hunts in the spring, community-wide yard sales in June and the Frewsburg Fire Department’s largest fundraiser: Gala Days, a fair-like festivity with live entertainment and family-friendly activities.Residents are 30 miles from the Chautauqua Institution, the county’s most well-known attraction. This gated seasonal lakeside resort was born from the Chautauqua Movement, an adult education and social initiative. Every year, residents and visitors may attend the many thought-provoking seminars for nine consecutive weeks during the summer.

The Frewsburg Central School District serves the Town of Carroll and scores a B on Niche. Pre-kindergarteners through sixth graders may attend Robert H. Jackson Elementary, which earns a B. Seventh through twelfth graders may attend Frewsburg Middle School / High School, which scores a B-minus. Frewsburg’s close-knit school district often focuses on giving back to the community; every year, students and faculty help organize clothing and food drives for the Frewsburg Food Pantry.Families can also benefit from The Relief Zone Community Youth Center, which is located in an old church in the heart of Frewsburg. The center provides affordable childcare with before- and after-school programs and summer day camps.

7 miles to Jamestown
One bus route stops at Frewsburg’s Town Hall and connects commuters to Jamestown and the surrounding area. However, most residents depend on personal vehicles to get around. Rural country roads crisscross through town, while U.S. Route 62 is the community’s main thoroughfare. Route 62 merges with New York State Route 60, which leads about 7 miles to Jamestown and UPMC Chautauqua. All main roads are prone to flooding during heavy rainfall. Erie International Airport is about 70 miles west via Interstate 86, and Interstate 90 leads about 80 miles north to Buffalo Niagara International Airport.
