Pico Norte belongs to many generations. Built in the 1970s shortly after the first middle school was built, Pico Norte is a mixed-use neighborhood of over 5,000 people with older homes, local schools and some shopping options. Most residents have either lived in the neighborhood since it was built out or inherited their properties. With low housing costs and growing rental opportunities, Pico Norte is what affordable living looks like in East El Paso. “They’re old-generation homes,” Casa By Owner Realtor Nashat Isa says. “It serves a community that otherwise cannot afford homes over $250,000.”

Low-cost housing and apartment options

Most homes in this neighborhood are one-story brick and stucco houses with pebble lawns, mature trees and small shrubbery. Fixer-uppers list between $150,000 and $200,000, while remodeled homes that list between $200,000 to $400,000 will have additional amenities such as balconies, private yards and gated enclosures. A few townhomes and condos in the community cost $150,000 to $250,000.

An Eastwood education

Most of the neighborhood is zoned for the Eastwood educational pathway in the Ysleta Independent School District, while the southeastern corner is zoned for J.M. Hanks. Students can start at East Point Elementary, which has robotics and Esports clubs and a B-plus rating on Niche. For the J.M. Hanks path, Vista Hills Elementary is less than a mile south and has an A-minus. Eastwood Middle is located within the neighborhood and earned an A-minus for its quality of educators. “Eastwood has a very good reputation in El Paso,” Isa says. “It’s a very sought-after school in the community.” Eastwood High School is 2 miles east. It has an A-minus and offers over 30 extracurricular programs. J.M. Hanks Middle and High School, respectively, earned B and A-minus ratings as well. A few private Christian and Catholic schools are also available in the area.

Sun Metro services throughout East El Paso

Sun Metro runs several mass transit routes throughout Pico Norte. Bus stops surrounding the community link passengers to nearby neighborhoods like Cielo Vista, El Dorado and Mission Valley. Connecting services can also take residents 2 miles east to the 24-hour Hospitals of Providence emergency room or 5 miles northwest to the El Paso International Airport.

Pico Norte Park and the YMCA

Pico Norte’s namesake park is located in the center of the neighborhood, right next to the middle school. Stretching out over nearly 9 miles, Pico Norte Park has a small playground, walking trails and open fields that host youth soccer games. Next to the park, The YMCA Shirley Leavell Branch offers an indoor pool and fitness center. Many more parks are situated around the neighborhood, including Eastwood Park, Pebble Hills Park and Reese McCord Park.

Montwood Mall and Pebble Village Shopping Center

There is shopping at the southwest and northeast corners of the neighborhood. The Montwood Mall is anchored by an Albertson’s, the community's only grocery store. It’s also home to Great American Steakburger, a locally run steakhouse that has served its signature burgers for 40 years. On the other end of the neighborhood is Pebble Village Shopping Center, which has a small Mexican restaurant in Pirco’s and a Baskin-Robbins. Local retail includes a handful of department and hardware stores, as well as a couple of convenience stores, salons, a bank, a comics shop and a Planet Fitness gym.
