A community on the rise after years of urban decay
The East Bayfront neighborhood of Erie has undergone a renaissance in recent years. Funding from Erie Insurance and UPMC Mamot, two of the largest companies in the area, and efforts by the Bayfront East Side Taskforce (or BEST), a community development organization, have combined to remove vacant and blighted homes and replace them with new owner-occupied houses. Community gardens and city farms have sprung up, such as Wild Field Urban Farm, which sells locally grown produce at the Parade Street Fresh Food Stand next to Rainbow Park on Tuesday afternoons. BEST has also partnered with United Way of Erie County to sponsor movie nights at Nate Levy Park and other neighborhood activities.
“The BEST organization has done so much to bind the community together,” says Thomas NeCastro, a Realtor and associate broker at Coldwell Banker Select - Airport. NeCastro has witnessed the profound transformation in East Bayfront over his 35-year tenure in the city. “There’s a public area at the bottom of Parade Street where you have a beautiful view of Presque Isle Bay. Fireworks are shot from the docks in the summer; you can see them clearly in East Bayfront. The Russian Festival near the bayfront brings people into the neighborhood, too. Removing bad stock has only made the community stronger and shine brighter.”
With unique architecture found only in the city, a heritage that embraces the Russian and other international communities, and the city’s ongoing beautification efforts, East Bayfront is a historic neighborhood that may be behind the curve, but it’s swiftly catching up.

Historic homes making a comeback
Like most of Erie’s inner city, homes in East Bayfront were built between 1850 and 1910 and designed in the colonial-revival style. Many include dining rooms, fireplaces and hardwood floors. Some feature off-street parking and detached garages. Most single-family homes sell for between $20,000 for properties that need significant work and $170,000 for renovated move-in-ready houses. More than a third of neighborhood homes are multi-family dwellings, often fully occupied when put on the market. Many have been updated with new roofs, windows, flooring, paint and plumbing. Depending on the number of units and updates, multi-family homes can list for $30,000 to $240,000. “The neighborhood has seen a significant jump in desirability since the area has gone through some positive changes,” says Mark Kibbe, District President for Northwest Pennsylvania of the Pennsylvania Association of Realtors and a Realtor with Keller Williams. “Over the past four years, homes have gone up in value and investor interest has blossomed. We have lot of out of state investors. For them, the Erie market is a bargain.” Home prices in East Bayfront are $130,000 less than the average home price in Erie and nearly $500,000 less than the average home price in the U.S.

Transportation and health resources for East Bayfront residents
The Bayfront Parkway/Connector features bike paths along each side of the roadway. Erie Metropolitan Transportation Authority buses stop in the neighborhood along East 6th, 10th and Parade streets. Residents can catch an Amtrak train bound for Boston, New York or Chicago at Union Station on West 14th Street, less than a mile from East Bayfront. UPMC Mamot, a 445-bed Level II Trauma Center, is the nearest hospital in the neighborhood’s northwest corner. Interstate 90 connects drivers to Buffalo, 85 miles east, and Cleveland, 105 miles west, and can be accessed by the Bayfront Connector 7 miles south of town. Interstate 79 runs along the western side of Erie and connects with Pittsburgh, 120 miles to the south.
Adjacent to East Bayfront, a transportation hub offers local bus and Greyhound services.

East Bayfront schools with local industry connections
Schools that serve East Bayfront belong to the Erie City School District, which receives a C-plus from Niche. Pfeiffer-Burleigh Elementary, which earns a C, offers an 11-to-1 student-teacher ratio. East Middle, a C-minus school, is one of several Erie schools that partner with local organizations for financial resources that help improve student learning. Hamot Health Foundation and Safe Harbor Behavioral Health of UPMC Hamot support East Middle in these efforts. Erie High, a C-rated school, offers career and technical education programs that can lead to internships, industry certifications and employment. The Erie-East Campus of Erie County Community College is also in the neighborhood. More than half of its enrollment is made up of part-time students, and nearly half are non-traditional students over 30.

Stores and eateries on Parade Street
While East Bayfront is next to downtown and its many shops, restaurants, sporting arenas and entertainment venues, the neighborhood does have a handful of businesses that are neighborhood staples. Kraus Department Store, for example, opened on Parade Street in 1886 and has been a family-owned and -operated hardware store for over five generations. Also on Parade, Czartoryski Café, a tavern, started in 1933, when prohibition was lifted. It continues to bring in customers with drink specials, homemade soups and Greek sauce. Denny’s Ice Cream Stand, south on Parade, is a walk-up stand where people can enjoy homemade ice creams, yogurts and sherbets. Denny’s Touchless Auto Wash and Denny’s Coin Laundry are next door. One Stop Shop, a block from Denny’s, doubles as a grocery and beauty products store, and Souq Market on East 12th Street features Middle Eastern grocery products.

Green spaces for sports, play and the urban outdoors
East Bayfront features several green spaces, and more are coming as the city continues its beautification efforts. Rainbow Park is one, a linear space that buffers East 15th Street from the railroad tracks beside it. With mature trees and benches, Rainbow Park is a place to walk or simply enjoy being outside. Across Ash Street, Roessler Park continues the linear space with a walking path that runs its length and a children’s playground that features a merry-go-round, slides, a jungle gym and a picnic pavilion. Kosciuszko Park along the Bayfront Parkway has a baseball field and a basketball court. Nate Levy Park near the northwest corner offers another playground, walking paths and a tennis court. In August 2024, the city started an infrastructure project to improve pedestrian safety along the Bayfront Parkway. That same month, the city’s redevelopment authority and other local organizations finished the East Bayfront Greenway. The new parklike space fills the gap between abandoned and blighted buildings removed in the neighborhood.

Troika Russian Festival in May
On Memorial Day weekend, the Church of the Nativity of Christ hosts the Troika Festival, a three-day cultural event featuring traditional Russian dancers, food and church tours. The church is a Russian Orthodox Old Rite parish founded in 1919 on East Front Street overlooking Erie’s bayfront. Funds from the festival support church operations, its food pantry and its community center, which also serves as a homeless shelter in the winter months.

To combat crime, the Erie Police Department has introduced several initiatives, including a narcotics/vice unit; a survivor follow-up team to help overdose victims; a crisis car for mental health programs, domestic violence or suicidal individuals; and ShotSpotter technology to better locate gunfire and increase response times.
