TARC provides regular transportation service

On-street parking is standard in Russell – many homes sit right against the sidewalks, with porches mere steps from the roads. Many residents use the Transit Authority of River City (TARC) to get around, with multiple lines running through the heart of the neighborhood. Wide sidewalks line the roads so that many residents can also walk to nearby amenities. Two nearby hospitals offer 24-hour emergency care – University of Louisville Hospital Emergency Room and Norton Hospital are both within 2 miles of the neighborhood. A little bit further, Louisville Muhammed Ali International Airport is a 7-mile drive, usually around 15 to 20 minutes but also accessible via TARC bus.

Historic homes, new opportunities

The properties in Russell run the gamut – “There are old and new homes with a variety of styles here,” says Yvonne McAfee, broker and owner of Metro Advantage Realty. Sitting on compact lots along the narrow streets, there’s everything from updated Colonial revival homes from the early 1900s to brand new two-story modern traditional homes with open floorplans and on-trend finishes, to one-bedroom bungalows and shotgun-style homes. Most of these homes are rented – there are also numerous condos and apartments in the neighborhood. Buyers willing to put in elbow grease can find properties as low as $40,000, with move-in ready single-family options generally starting around $70,000 and fetching as high as $250,000 “The market has been consistent and steady with the different home options,” McAfee says, as homes have been staying on market for a little over two months on average.

Supporting local businesses to grow the neighborhood

Colorful street art and proprietors help local businesses grow and give local residents access to quality food. Some locals will start their morning with a hot cup of coffee and chicken and waffles from Blak Koffee, a relaxing space where hungry locals and hardworking entrepreneurs socialize. Tino’s Taste of Heaven is a soul food lunch spot known for barbecue, fresh sandwiches and peach pies, in a building sporting colorful street art, while Chicago’s Jerk Tacos has a menu full of comfort foods such as jerk fries and surf and turf tacos for dinner and late into the night. National chain and franchise spots can be found throughout the neighborhood, while folks who want to cook at home can snag groceries and other necessities at Kroger on West Broadway, which also features a deli and pharmacy.

Being the energy it wants to attract

Russell’s spirit thrives on community engagement. When school is out, kids rush to Sheppard Park, Baxter Square Park and Elliott Square Park to play on the basketball courts or cool off on the splash pads. The MOLO Village supports community growth with public events and programs to engage at-risk residents. The future belongs to those that believe

Although this community spans 1.4 square miles, there are multiple schools available, and Jefferson County Public Schools offers school choice options. This means that students may have to opt for admission into specific schools. The Russell neighborhood is covered by the Jeffersontown and Eastern Choice zones. Most will fall within the Eastern zone, where they may attend one of seven elementary schools. Atkinson and Byck, both rated C-minus schools by Niche.com, are the most common for students to attend, as they are within or just outside the neighborhood. The majority will continue to Crosby or Ramsey Middle Schools, rated B and C-minus, respectively, before finishing up at Eastern High or Jeffersontown High, rated A-minus and C-plus, respectively. Numerous magnet and traditional schools are options as well and must be applied to for admission – these include career-focused magnets, some that focus on arts or scholarly achievement, or the traditional schools that have rigid structures.

The community remembers its past

“Elliott Park puts on an annual event where the park is filled with vendors, artists and musicians,” McAfee says, speaking of the Reunion Day party that has been going for over two decades. Louisville Central Community Center works to provide programs to help grow the community, including resources for managing finances or employment opportunities. The Kentucky Center for African American Heritage offers the opportunity for residents to learn about and connect with the community’s past, with regular events open to the public.

Russell Proud, Russell Strong

The CAP Index Score for Russell is 9 out of 10, with Homicide and Assault with Weapon both being rated 10 out of 10. Russell is fighting back though, with the Vision Russell roadmap helping to guide grants for Critical Community Improvements, while the Russell Neighborhood Association is actively working with the community to bring residents and generations closer.
