Waters is served by the Lubbock Independent School District, which receives a B-plus from Niche. Children attend Waters Elementary, which also gets a B-plus, and Evans Middle, which gets a B. Disc golf or volleyball at local parks

Bill & Ann Miller Park, a mile away, is a green space surrounding a detention basin. The park has a paved walking path, a covered picnic area, a hardtop volleyball court and a playground. Less than a mile away, McCullough Park has similar amenities, with the addition of a 9-hole disc golf course. The area's detention basins help mitigate sewer overflow that can cause stormwater pollution. Lubbock's water is treated with chloramine, which can cause a bitter or metallic taste, but it is safe to drink.

Events at the Science Spectrum & OMNI Theater

“The Science Spectrum & OMNI Theater hosts community-wide events, and we’ve been doing it for 20-plus years,” says Moyers. “CritterFest is our biggest event. Lubbock doesn’t have a public zoo, so we bring the zoo to you.” CritterFest is usually in June and offers interactive experiences such as elephant and camel rides. The headlining animals change every year, and for 2025, the museum is hosting a raptor and tropical bird show. Seasonal events such as the Halloween Carnival in the fall offer hands-on science experiments and critter viewings; Holiday Wonderland in the winter has live science experiments, meetings with Santa and plenty of sweet treats.

Commuters use Loop 289 and bus stops

Those commuting the 7 miles into downtown Lubbock use Loop 289, which takes about 10 minutes. Bus stops line 82nd Street and University Avenue, providing transportation throughout Lubbock. Like most of the city's neighborhoods, Waters has sidewalks, and residents can walk to nearby recreation, restaurants and shops. Covenant Health Foundation is 5 miles north, and the Lubbock Preston Smith International Airport is 12 miles north. Christ Lutheran Church is in the neighborhood, but other houses of worship, such as Cumberland Presbyterian Church and Indiana Avenue Baptist Church, are along Indiana Avenue.

Waters is bordered by strip malls, retailers and restaurants. Several chain restaurants, such as Raising Cane’s Chicken Fingers, Taco Bell and Starbucks, line University Avenue and 82nd Street. Shotzy’s Bar & Grill, along 82nd Street, is a sports bar serving classic American diner and bar food. Nearby, Ralph’s Records sells viny, CDs, DVDs and video games. There's a Target near the Science Spectrum & OMNI Theater and United Supermarkets along 82nd Street.

Environmental factors

Lubbock has an arid climate, and its high summer temperatures and location place it within Tornado Alley. The city experienced an F5 tornado in 1970. The town has no public storm shelters, but residents are encouraged to log their basements and storm shelters on the city website.
