The Chuck Swan neighborhood is named for a national forest and is located on the shores of Norris Lake, one of Tennessee’s most popular outdoor destinations. Residents spend summer days on the water, and nights get dark enough to see the stars. Far from city activity, the CAP Index Crime Score is the lowest possible 1 out of 10, compared to the national average of 4. All homes in the area have access to the lake, but those who want their own slice of the coastline should be prepared to pay around $1 million. Many homes are used purely for vacation residences.
When talking to homebuyers who are considering the area, Kelly Clarke, a Realtor with Gables & Gates and local resident, says that there is a trade-off. “Are you looking for that sense of community in a place where you can feel like you’re on vacation every day because it’s beautiful and it’s quiet and it’s remote — and can you give up having a Target five minutes away for that?” she says. Chuck Swan is several miles from city amenities like grocery stores and about an hour north of Knoxville.

Waterside luxury in HOA-run subdivisions
Residents in two high-end subdivisions, Sunset Bay and Norris Shores, share the curving coastline of Norris Lake’s large peninsula. “On the Sunset Bay side, it used to be farmland, so it's more clear rolling grassy knolls, with trees placed around,” Clarke says. “On the Norris Shores side of the peninsula, it’s still very wooded — there's a lot of trees and a lot more feeling of serenity.” Each subdivision has its own HOA, a central clubhouse, a private marina and regular community events. “There are no short-term rentals allowed,” Clarke says. “So, it stays quiet. It has that small-town feel where you know your neighbors.” Prices for a waterside property typically range between $800,000 and $2.4 million. Inland homes with lake proximity are priced from $450,000 to $700,000. “I would say most people, at least in Sunset Bay, are buying the lot and building a home,” Clarke says. Land goes for $10,000 to $300,000 based on the location. Houses on the shore can require additional flood insurance.
Farther off Norris Lake, rustic ranch-style homes are scattered around northern Union County's farmland. According to Clarke, some people move out that way to find a lower price range while still being close to the lake. Prices for these homes are typically around $300,000 to $400,000.

Norris Lake's clear waters and Chuck Swan's dense forest
Norris Lake is a hub for outdoor recreation in East Tennessee, open to boats, fishing, kayaking and swimming. The lake is widely known as one of the region’s cleanest, and the limestone base gives the clear water a resort-like green hue. In fact, in 2024, a reader's choice survey in USA Today named Norris Lake the third best in the country for swimming. “I like to take the boat out to a cove with my friends and have music on, and we just float and talk and laugh,” Clarke says. "That's just my favorite thing to do."
The north side of the lake is bordered by Chuck Swan State Forest, a densely wooded area used for hiking, hunting and horseback riding. Some park trails are large enough to accommodate jeep tours and ATVs. Where the park meets the lake, there are rocks for cliff jumping and swimming.

Dinner and live music at local marinas
Waterfront restaurants are scattered across the shores of Norris Lake. “There are numerous marinas where you go eat different varieties of food,” Clarke says. “There's live music and gas for your boats, and it's just a great meet-up spot with your friends." The Boathouse at 33, located in the nearby Beach Island Marina, is known for its music nights and local brews. There are plenty of other marinas, many hosting trivia nights, bands and seasonal events, but driving around the lake can take upwards of an hour. Closer to home, Sharps Chapel Market is a casual off-the-water option with burgers and pizzas.
Getting to downtown Knoxville takes about an hour
For most residents, the closest city without crossing the lake is New Tazewell. About 20 miles away, it has a hospital, grocery stores and some local restaurants. "For your bigger shopping, like going to Costco or Lowe's and Home Depot, you're gonna go into Knoxville most of the time," Clarke says. State Route 33 leads over the lake, heading towards downtown Knoxville, 45 miles away. Getting to the big city typically takes about an hour. The McGhee Tyson Airport is just outside Knoxville, around 60 miles from Chuck Swan.
Virtual schooling options in Union County
Union County Public Schools serves families who live here year-round. Sharps Chapel Elementary School receives a C-plus grade from Niche, Horace Maynard Middle gets a C, and Union County High School is rated C-plus. The district also runs the popular Tennessee Virtual Academy, which is entirely online for kindergarten through ninth grade.
