Phillips Community blends history with newer housing builds
Today, the Phillips Community of Mount Pleasant is a growing neighborhood with new single-family homes and subdivisions, but it also holds significant historical importance. Nestled along Horlbeck Creek, the area became a settlement for free African Americans in the 1870s and developed into a center for Gullah culture. It is one of the last remaining free communities East of the Cooper, and descendants of the original settlers still reside there. However, as Mount Pleasant has become more developed, Phillips Community has seen more construction but is committed to preserving its historical roots. “It’s a great little area,” says Jay Satterfield, broker and Realtor with Nicklaus Vance Realty. “Although larger developers have gone into the area and developed large neighborhoods…the Phillips Community has put in a great effort to keep a sense of its history and heritage.”
New builds combine with older homes, while HOAs are present
Architecture encompasses a mix of ranch styles, bungalows, manufactured homes and New Traditionals. Townhomes are also present. Prices for single-family properties typically range from $300,000 to $650,000. However, some properties can sell for over $1 million. Inventory also tends to move quickly in the neighborhood, spending around 18 days on the market, compared to the national average of 53. Homeowners’ associations are also present. Homes can be on larger lots, with live oaks accenting the lawns and few sidewalks. Newer subdivisions often include smaller lots with less tree cover, but they tend to have more walkability. Properties along Horlbeck Creek and feature private docks. Maps indicate a flooding risk in certain areas, particularly near creeks. Satterfield notes that the neighborhood has also attracted a mix of families and retirees.
Satterfield says that Phillips Community has undergone increased historical preservation and developers and builders must go through additional steps when pursuing construction. “If you are going to build or change zoning or subdivide a lot, there is an extra step, there is a board or historic commission that will review it and this is to add an extra level of protection for the area that you might not otherwise have,” says Satterfield.
Pupils are zoned for top-rated public schools
Students can start at Laurel Hill Primary School, rated B-plus on Niche, for kindergarten through second grade. They can continue to Charles Pinckney Elementary for third through fifth grade and then to Thomas C. Cario Middle School, both of which receive A scores. Wando High School also has an A and provides career courses in computing, finance and culinary arts. The Charleston County School District also allows for school choice to magnet and charter schools.
Parks, golfing and hiking are within minutes of Phillips Community
The 745-acre Laurel Hill County Park, located in Phillips Community, features multiple trails, wildlife viewing and a small lake. The Park West Recreation Complex, adjacent to Laurel Hill County Park, has multiple courts, sports fields, a playground and a walking track. The Charleston Fun Park, located outside of the neighborhood along U.S. Highway 17, offers go-karting, mini-golf, bumper cars and an arcade. There is several golf courses open to the public nearby. The Dunes West Golf & River Club, has a 6,800-yard layout, while the 7,100-yard RiverTowne Country Club has a practice area and event space. The Wando River Marina is north of Philips Community along Highway 41.
Dining and shopping on U.S. 17 and Highway 41
Restaurants are outside of the neighborhood along Highway 17 and Highway 41 and include a mix of chains and locally-owned spots. Tidal Grounds Coffee serves baked goods and a variety of coffee drinks. Mi Xao offers Vietnamese fare, while Migliori’s Pizzeria also has pasta dishes and sandwiches. Big box retailers, including Walmart and Kohl’s, are near Phillips Community along U.S. 17, while Harris Teeter and Lowes Foods are north along Highway 41.
CARTA bus stops nearby, while U.S. 17 connects to Charleston
The Charleston Area Regional Transportation Authority’s No. 40 and No. 42 bus services stop at the intersection of U.S. 17 and Highway 41. Downtown Charleston is roughly 14 miles west, while Charleston International Airport is around 20 miles northwest. Roper St. Francis Mount Pleasant Hospital is 5 miles east.
