An early Pflugerville neighborhood that is still growing
The last stop before leaving Travis County, Rolling Hills was one of the first neighborhoods of Pflugerville to kick off the city's trend of explosive residential and commercial development. The subdivision of Steed's Crossing was the first to be built, beginning in the late 1990s, but the once-remote subdivision continued to sit alone for several years. Then came Texas State Route 130, and everything changed once commute times to places like Tech Ridge or Downtown Austin were practically sliced in half. "It was one of the only neighborhoods out in the far east of Pflugerville at the time that this toll road was going through, and it was a big issue because that neighborhood basically backed up to farmland, which I'm sure they liked," says Realtor Miriam Moorman of Fathom Realty. "Once the toll road came through, a lot of development started happening east of 130." Nowadays, this community of commuters and golfers is among the most established areas of Pflugerville, offering master-planned subdivisions with private amenities, busy shopping centers and well-regarded schools.
Established and newly constructed subdivisions
Rolling Hills developed in three phases. The most established homes include ranchers from across the 20th century, primarily found in the eastern ends of Rolling Hills. But these do not sell very often. Instead, the remaining land plots surrounding them are what most buyers come seeking, partly because these parcels are not subject to the same zoning codes as their surrounding subdivisions, so homeowners can more easily install things like solar panel power systems. Generally, these properties range from 1 to 5 acres, usually costing between $1 million and $1.5 million. On the other side of the neighborhood, Steeds Crossing remains the oldest subdivision in Rolling Hills. Its homes from the 1990s and early 2000s, which come in various new traditional designs, typically sell for between $300,000 and $450,000. The neighborhood's newest homes are mostly off Rowe Lane, including communities like Blackhawk Estates or the Commons. Homes in these communities typically are designed similarly to those in Steeds Crossing but do feature added square footage, which commands a higher price range of $350,000 to $600,000.

Private amenity centers and public tee times at Blackhawk Golf Club
The subdivisions of Rolling Hills feature master-planned design elements, such as a central amenity center for residents of The Commons, allowing for indoor workouts and outdoor meetups at the pool. Heading north from the amenity center is a trail that leads to North Park, where an additional jungle gym sits adjacent to a sand volleyball pit and a decorative old windmill. Across the street is a small lake with a quarter-mile walking path. Over in Steed's Crossing, Geneva's Park offers residents a place to play pickup basketball. Surrounding the neighborhood are additional recreational facilities, including numerous public golf courses, like the Golf Club at Star Ranch and the Blackhawk Golf Club. On the eastern ends of the neighborhood, Pickleland's nine indoor pickleball courts stay busy throughout the week.

Early college credits from Hendrickson High School
Some students in Rolling Hills begin school at Rowe Lane Elementary, which has a Niche rating of A, while others begin at Dearing Elementary, rated B-plus. Kelly Lane Middle School has an A-minus rating and offers advanced academic courses that align with AP curriculum standards. The final step is Hendrickson High School, which has an A rating and offers a dual enrollment program with Austin Community College, allowing students to earn college course credits before graduating high school.
Dearing Elementary opened in 2014 and educates PreK-5 in Rolling Hills.

Cinemark and H-E-B Plus across TX-130
Residents usually cross TX-130 to reach their preferred areas for entertainment and errands. The H-E-B Plus supermarket located across from the neighborhood is where most locals go to restock the pantry or shop for gardening supplies. Next door are some restaurants, including a Whataburger location and Sushi Zoa, where locals go to sip sake and pick at nigiri. A bit further south, entertainment and big box retail options are even more numerous with the presence of a Cinemark and locations for Costco Wholesale and Target. "We've got a retail district up at the corner of TX-45 and TX-130, and there are many dining and shopping options, as well as the water park right there on the corner for a fun day out," says Terri Toledo, interim executive director for the Pflugerville Economic Development Corporation. In between, a commercial park on the east side of TX-130 includes even more local businesses, including the Spirit of Texas Brewstillary, where locals go for locally made libations and live music in the backyard.

Toll roads and reduced rate rideshare
Without public transportation available, residents are largely car-dependent. However, getting to job sites in and around the greater Austin region is more feasible if drivers are willing to pay the toll for TX-130. "If you want to avoid Interstate 35, then TX-130 is kind of the new corridor north to Waco and Dallas and south to San Antonio," Moorman says. If looking to stay within Pflugerville city limits, residents can request reduced rate rideshare through the city's Pfetch a Ride program to get from the store to home.

Garage sales and senior golf outings
Community events in Rolling Hills often take the form of HOA-led events. In The Commons, neighbors stroll around the neighborhood to peruse knickknacks and other used items at an annual community garage sale. Some residents also socialize at nearby religious institutions, such as Bridge Church or the Pashupatinath Hindu Temple, which host their own special events and regular services. Local recreational facilities host recurring events and activities too, like Blackhawk Golf Club's weekly senior golf day, wherein players aged 60-plus can play a foursome for a flat rate of $30, draft beer included.
Things to consider
The area is still developing with new housing and businesses, meaning residents continue to face the side effects of construction, like noise and traffic. But the landscape poses some natural hazards to consider as well. The drainage creek that runs through The Commons covers a flood zone, which might require homeowners to purchase a flood insurance policy if their home is in the flood zone. Another factor to consider are wildfires, as almost all of the neighborhood is in an ember zone. The Austin Fire Department's Wildfire Division considers the area of Rolling Hills to have an elevated risk of wildfires, and areas right next door to the neighborhood have the highest possible vulnerability. And crime is very low in the neighborhood, with a CAP Index score that is well below the national average.
