North Philly neighborhood is luring new buyers
College grads and young buyers are flocking to Harrowgate, a densely packed neighborhood in North Philly's River Wards. Medicinal springs drew visitors here in the 18th-century, but textile factories muscled in after the springs dried up – drawing waves of immigrant workers from Europe. After the factories closed in the mid-1900s, Harrowgate fell into disrepair as families left for the suburbs. Today, the neighborhood is racially diverse and community-minded, and buyers will find home prices that are lower than those in other areas of the city. New businesses are opening their doors in converted factories to support the incoming wave of young residents.
100-year-old rowhomes in a former company town
Attached rowhomes evoke an earlier era, when residents walked to work in a thriving company town. Single-family homes with red-brick exteriors, covered porches and compact green lawns – many built in the 1920s – are common. Many have three bedrooms and one bathroom, and some have basements. Prices range from $90,000 to $130,000, although a few fixer-uppers are sold “as is” and start at about $50,000. On-street parking is the norm. “It’s a good place to find a starter home if you want to get into homeownership,” says Michael Cohen, a Philadelphia native and real estate agent with Keller Williams Realty.
Catch the subway at Tioga Station
Residents can watch the action from the elevated Tioga Station, which overlooks the neighborhood at the junction of Kensington Avenue and K Street near Harrowgate Park. The Southeastern Pennsylvania Transportation Authority (SEPTA) subway connects to various neighborhoods in and around Greater Philadelphia. With sidewalks linking homes, restaurants and small businesses, the neighborhood is pedestrian friendly. Interstate 95 also borders the neighborhood.
Start the day with Vietnamese coffee
The only Vietnamese coffee shop in Philadelphia, the stylish Caphe Roasters is a place that encourages lingering – despite its proximity to Tioga Station. Exposed brick walls flank a bright interior dotted with green plants and plenty of tables for settling in. Specialty drinks like the custard topped Egg Coffee are carefully prepared. Locals can dig into three-egg dishes at Sherry’s Restaurant, a cornerstone diner known for its breakfasts and welcoming staff. Shaded picnic tables lure beer drinkers and pizza fans to the Backyard at nearby Kensington Pub. The Lidl grocery store on East Butler Street sells high-quality produce, meats and groceries.
Kids take the "foot" school bus
Students at John H. Webster Elementary, which earned a C- on Niche.com, must wear a uniform: a navy or light blue shirt with the school logo, and bottoms of their choice – but no jeans. Involved parents organized a “foot school bus” so that no elementary student walks to the school alone. The Memphis Street Academy Charter School at JP Jones is a public middle school with a D+ score on Niche. Kensington High School preps students for the modern workplace, offering programming in computer supports systems, engineering and marketing. Niche ranks Kensington a C-.
Celebrate the seasons at Harrowgate Park
Harrowgate Park is a leafy, five-acre greenspace popular with families and dog walkers. And thanks to efforts by local civic groups, the park has become a community gathering spot for seasonal celebrations, from outdoor movie nights to a Halloween-themed fall festival to a holiday tree lighting ceremony. In winter families can glide across the ice during public skate sessions at the large indoor ice rink at Scanlon Recreation Center, a six-acre sports hub with a soccer field, a baseball field and basketball courts. There is also a playground with a swing set and jungle gym.
Rental properties are a potential investment
More than 50% of the neighborhood’s residents are renters, and many larger properties on the market are touted as investment properties due to active leases. “I think it’s a great investment if you’re trying to start a portfolio of rental properties,” Cohen says. “It’s close to West Kensington, Fishtown and Port Richmond. Harrowgate is sandwiched in there, so eventually it’ll get more developed and diverse.”

The area can get pretty rowdy. Some people don't really respect other residents. The city atmosphere is great, but can be dangerous. I'd choose to live here again because I am used to the fast pace life of the city and how transit is easily accessible. I think the area is going to get better in some places, but others will go downhill.

I enjoy living here because everyone gets along and the kids are always safe when they paly outside. In the year of 2016 there has been many killings and kids are not safe playing outside but in my neighborhood there are no worries.

Nice families all around! Everyone really looks out for each other and there's plenty to do. I've never have had any issues with safety. The commute to center city is easy and think it's a huge plus of living here. Rent is cheap and I can see a lot of developing going on around here. This will defiantly be an up and coming spot within the next year or so.
