A liminal island community known for tax-free shopping and resort amenities
Located in the Columbia River on Portland's northern borderlands, the high-volume hermitage of Hayden Island is the last stop between two cities with varying attributes for home buyers. Once the location of a now-defunct amusement park, today it is known as Portland's premier island community and Vancouver's premier tax-free shopping center. But island living certainly imposes some quirks too, namely longer commute times and access to city services like parks and hospitals. "It's so special, it's so unique, and has everything you could ever want or need, so long as you don't have to travel far for work on Interstate 5," says Realtor Cheryl Agee-Jenkins, who has sold properties on Hayden Island since moving there in 1982. "I always say 'resort living all year round,' because it's got boating, restaurants, walking paths, it's got the views and the beaches."
Houseboats, waterfront properties and condo communities
Most of the western half of Hayden Island is undeveloped land. Seasonal and full-time residents alike primarily occupy Hayden Island east of I-5. This section is home to apartment complexes, condos, hotels, RV parks, moorages of floating houses and a gated community of traditional single-family homes. "It's such a variety of prices and home styles, it really caters to everybody," says Agee-Jenkins. Manufactured and floating homes tend to offer the lowest prices, although they can range widely. Single- and double-wide manufactured homes typically cost between $26,000 and $250,000, while floating homes range from $28,000 up to $700,000, mostly depending on size, location and age. Additionally, these manufactured and floating home communities often require monthly payments for use of the lot or moorage. All across the island, condominiums and townhouses offer a range of options in price, as well as amenities such as pools, tennis courts and garage parking. In general, they range from $200,000 to $600,000. Single-family homes fetch the highest prices on Hayden Island, mostly due to their added privacy in an already-reclusive environment. But a range in sizes, plus some competitive locations with river views creates a price range of $600,000 up to $1.1 million.

Potential future improvements to Interstate 5 bridge
There is no public transportation that offers rides from one point on the island to another, but there is a shuttle route that stops on the island, which can be taken straight into downtown Portland. Vehicle access to Hayden Island is limited to I-5, which means that during rush hour, there is heavy congestion. "I-5 congestion is something to consider, unless you work in Washington state, if you work from home, if you're retired or if it's a second home," says Agee-Jenkins. As an alternative, cyclists can travel across the I-5 Bridge that spans Hayden Island with the use of a separated bike path. There are proposals to add additional traffic lanes to the bridge, although such a project is certain to cause some disruption to the community. "There are definitely concerns about this. However, a well-designed crossing could, in the end, be a positive thing for the island and beyond," says secretary for the Hayden Island Neighborhood Association Ellen Churchill. "We are working with our neighbors to the north and south, as well as the appropriate partners, to find a mutually beneficial solution that will benefit the majority of residents and commerce."
Tax-free retail at Jantzen Beach Shopping Center
Scattered across the island are restaurants with nautical names like 3 Sheets at the Harbor, where locals enjoy oyster shooters and happy hour drinks as they watch vessels head up and down the river. Another business of note is the Island Cafe, a restaurant that floats atop a river barge and serves American fares like burgers and seafood baskets. The island’s biggest attraction is the Jantzen Beach Shopping Center, a 758,000 sq foot shopping center first built in 1972. Island residents go there to restock their pantries at the local Target. Portlanders swing onto the island to get their fix of home improvement supplies from Floor & Decor, the Home Depot and other big box stores. And Washingtonians visit as often as they can to make use of Oregon's zero sales tax.

The Christmas Ship Parade and other maritime events
Keeping with the maritime atmosphere, many high-profile events on Hayden Island revolve around the water. Perhaps the most notable event takes place during the holiday season, when locals gather on the shores of the Columbia River to watch the annual Christmas Ship Parade. In warmer months, locals mingle during day trips up the river on the American Cruise Line's paddleboat cruise, which departs from the Holiday Inn Portland-Columbia Riverfront.
Art exhibitions and playground visits at Lotus Isle Park
The western half of Hayden Island remains an undeveloped natural area following decades of discussion over its use. A future wildlife preserve is one such possible use, but Hayden Island only has one public park for now. Lotus Isle Park offers local youths a playground to climb on, and occasional community events for everyone, such as artist exhibitions. Several condominium complexes also offer amenities of their own, such as tennis courts, pools and private boat slips.

Off-island education at Jefferson High
Students living on Hayden Island travel from the island every day to attend school, but transportation is provided by Portland Public Schools. Most young students begin at the Faubion School, which serves grades K-8. It receives a score of C from Niche while the next step, Jefferson High School, gets a B-minus score.

Things to consider
Living on an island presents some unique factors a homebuyer should consider. The most significant risk factor is high water, as large portions of Hayden Island are in a special hazard flood zone. Buyers should consider purchasing flood insurance when choosing to live on Hayden Island – a worthwhile investment in a city with an average annual rainfall of 36 inches. Additionally, crime is a concern for some residents with reports of frequent car break-ins. However, the CAP Index score for Hayden Island is equal to the national average, and some residents have fewer concerns than others.
