Rich history anchors this San Angelo neighborhood as it continues to develop
Rooted in a rich history, Blackshear is an urban San Angelo community that has evolved over the last few decades. In what was once the city’s highly segregated community north of the downtown sector, Blackshear was home to a predominantly African American population, and it remained a neglected part of the city well into the 21st century. In 2005, San Angelo created a Neighborhood Revitalization Plan to impact deteriorated neighborhoods and improve the quality of life, targeting housing, recreation and crime. In the following years, infrastructure greatly improved: sidewalks started framing the streets, traffic control signage was implemented, streetlamps were erected and blighted homes were demolished, making way for new development. Investors and residents started infusing established housing with new life, attracted to the neighborhood’s relatively affordable real estate prices and its proximity to both Downtown San Angelo and US Highway 277. Today, while the neighborhood is still in the revitalization process, Blackshear has a renewed sense of pride. "Blackshear is a very community-oriented and family-oriented neighborhood," says local Realtor Jill Fulghum of Keller Williams, who has lived in San Angelo for 30 years. "They do a lot of community outreach and promote the community through family-friendly events and initiatives, and they've started painting more murals to beautify the community."
Ranch-style homes and small cottages
Surrounded by a sprinkling of commercial establishments in the neighborhood, a gridded network of residential streets holds an array of small cottages, ranch-style homes and prairie-inspired new builds on modest lots. While tree coverage and landscaping are sparse along the flat Texas terrain, many properties have fences to provide privacy. Many homes also have garages or off-street parking. The median price for real estate in Blackshear is $125,000, which is significantly lower than both the U.S. national median and the San Angelo city median. Prices for single-family homes typically range between $70,000 and $270,000.
Community parks breathe new life into the community
The city’s revitalization plan spurred the addition and improvement of parks and recreational spaces within Blackshear. The Martin Luther King Jr. Memorial Park received a facelift when a new arch was erected in 2008, featuring tiles hand-painted by kids throughout the community. The park continued to see improvements with updated playground equipment and new public restrooms and facilities that opened in early 2024. The park remains a prominent community gathering place and recreational hub. The nearby Gunn Field and Mahogany Park provide open spaces, and North Concho Park offers access to fishing spots and tranquil walking paths along the North Concho River. City parks in Downtown San Angelo provide additional riverside recreation, such as the River Walk trail and Santa Fe Park.
Events bring Blackshear together and celebrate diversity
Martin Luther King Jr. Memorial Park is an epicenter for many of the Blackshear community’s events throughout the year. The Juneteenth Celebration is one of the largest and consists of a parade, vendor booths and family-friendly activities to commemorate the ending of slavery. For cultural arts events, locals gather at the Chicken Farm Art Center for open-air concerts, art exhibitions featuring local artists and other free public events. "The farm is a community of artists," Fulghum says. "Every Saturday, they have artists gather and they'll have musicians, potters, painters and more all making art together. There's a little restaurant on site and an art gallery that has a really cool, artsy vibe."
Education in San Angelo ISD
San Angelo Independent School District serves Blackshear students and earns an overall B from Niche. Kids may start at Fannin Elementary School before advancing to Lincoln Middle School. Both receive C grades. Students may then continue to Lake View High School, which serves over 1,000 kids and gets a C-plus. The recently renovated Blackshear Learning Center sits within the neighborhood and houses PAYS School, an academic alternative within the San Angelo ISD for non-traditional students that allows them to complete their high school diploma through a web-based program.
Proximity to modern-day conveniences and Downtown San Angelo
A major thoroughfare for Blackshear and the greater San Angelo area, U.S. Highway 87 cuts through the neighborhood and serves as a commercial corridor. Casual fast-food chains, hotels and other conveniences line the boulevard, including banks, taquerias and the Icon Cinema movie theater. A Walmart Supercenter and additional familiar chains sit just north of Blackshear. Locals can also venture into Downtown San Angelo for a diverse variety of shopping and dining establishments, including staples like Twisted Root Burger Co. and Old Central Firehouse Pizzeria and Taproom, housed in San Angelo’s first firehouse.
