A plan altered by the Great Depression
Developer Frank Plankenhorn came up with the idea of Grampian Hills in 1927, envisioning a community with strict design standards. However, he had barely started on the community when the stock market crashed. “He wasn’t that far into it when the Great Depression came,” Schuyler says. “The development stopped. Plankenhorn filed for bankruptcy; the development was overtaken by a bank. The standards that were in place originally weren’t enforced anymore.” That’s why the architecture includes Colonial Revival, ranch homes and even 1980s contemporary designs. Grampian Boulevard is lined with large Queen Anne houses that predate the planned community, including the six-bedroom home where Plankenhorn himself lived. Prices on the neighborhood's south end typically vary from the mid-$100,000s to the mid-$300,000s. The original developer planned for a park to sit at the top of the neighborhood, but his bankruptcy scuttled those plans. The stone steps, installed in the 1920s, are Grampian Hills’ main source of recreation. Even people who don’t live in the neighborhood come to walk or jog up and down them, Schuyler says. It’s only a half-mile trip south of the neighborhood to Brandon Park, where Williamsport residents have gone since 1889. Logs and stumps make up the playground, fitting considering Williamsport was considered the lumber capital of the world at the end of the 19th century. Parkgoers can catch baseball games at one of the three fields; two host Little League games and the other is the home field for the Lycoming College Warriors team. St. Luke Evangelical Lutheran Church, a 127-year-old congregation, moved to Grampian Hills more than 50 years ago. Its parishioners are active participants in Williamsport’s charities, collecting food for the Lycoming County United Churches Food Pantry and clothes to be given away through nonprofit Daniel’s Closet. Grampian Hills is only a couple of blocks from Cochran Primary School, where neighborhood kids can go from kindergarten to third grade. In 2021, Williamsport Area School District, Williamsport Rotary Club and Kiwanis Club of Williamsport replaced the Cochran Primary’s old playground with a 9,400-square-foot play area that features drums, eight slides and ramps that make it accessible to children in wheelchairs. After Cochran Primary, students can attend Curtin Intermediate School and Williamsport Area Middle School; Niche gives all three schools grades of B-minus. The Grampian Association was formed in 1969 as an intermediary to present residents’ concerns to the city government. For example, if heavy rains cause one of the neighborhood’s mature trees to topple onto a road, the association reaches out to city workers to get it cleared. The group’s marquee event is a fall social when neighbors catch up over hors d’oeuvres and cocktails while also voicing concerns they want to raise with the city. Joining The Grampian Association is voluntary, and Schuyler says a little more than half the residents pay the annual dues and participate.Cars a necessity for most residents
There aren’t traffic cut-throughs in the hills. This makes for a quiet atmosphere, but it also means residents need to drive the winding path down to Grampian Boulevard or Packer Street to leave the neighborhood. Packer Street leads nearly all the way to downtown, while Grampian Boulevard routes to UPMC Williamsport Divine Providence Campus hospital. Residents are within 3 miles of Interstate 180, which connects to nearby communities such as Montoursville and Muncy. River Valley Transit Authority buses stop along Grampian Boulevard, heading west to UPMC Williamsport hospital and east to the Golden Strip.Quick trips to downtown Williamsport
Downtown Williamsport is about 2 miles away, and Schuyler says it’s less than a 10-minute drive to swing by Wegmans supermarket to pick up groceries or grab a meal. The small downtown contains a varied restaurant and bar scene that includes barbecue, fine dining and three breweries. Even closer than downtown is Ed’s Market, half a mile from Grampian Hills. The corner store and deli has endured as a favorite since it opened in 1940. It’s about 4 miles to the Golden Strip, the local name for a segment of East Third Street bordered by chain restaurants and national retailers such as TJ Maxx, Rite Aid and Giant grocery store.
