A relaxed college town at Old Dominion University
Highland Park sits east of Old Dominion University, includes several student-living apartments, and is surrounded by restaurants and bars. While some single-family homes in Highland Park are rented out to students, many family-friendly spots can still be found in the quieter parts of town. Students attend school within the Norfolk Public School District, and locals shop and eat at small restaurants alongside Knitting Mill Creek or at bars and cafes in University Village.
Investment opportunities for rentals and forever homes
Duplexes are common in Highland Park, and older Colonial and Craftsman-style homes line the streets from Killam Avenue to Knitting Mill Creek. While many need some TLC, investments here are on the rise. “This area has a lot of older homes, but investors can find good value here,” says Craig Boyer, an investors agent who has been working with property investors in the Norfolk area for 14 years. “Houses around here are closer to $300,000, and it’s right between Larchmont and Colonial Place.” While investments may be popular, finding your dream home at an affordable price is still possible. Most Colonials have good bones but may need some updates.
K-12 in Larchmont and south of Park Place
Students in Highland Park attend schools within the Norfolk Public School District, such as Larchmont Elementary School, which is rated a B on Niche. The new Larchmont School building opened in 2017, and its old location has been a community landmark since 1913. Blair Middle School, home of the Spiders, earns a C and is just down the road from Maury High School. Maury High School earns a B-plus on Niche and houses the Medical and Health Specialties program partnering with Eastern Virginia Medical School.
Waterfront walking and gallery tours
Kaufman Mall and Williamsburg Lawn city parks are large green spaces for locals to stroll through on nice days. The Barry Art Museum is free and open to the public, offering regular guest lecturers and tours throughout the galleries. Whitehurst Beach Park on the edge of Lafayette River has picnic pavilions and a nice view of the water. Norfolk’s signature crape myrtles bathe the neighborhood in bright pink blooms every July, and the inlets of the Elizabeth River make for several beautiful views around town.

Monarchs play at S.B. Ballard Stadium
Just around the corner from Highland Park is the S.B. Ballard Stadium, where the Old Dominion University Monarchs play their home football games to crowds of roaring fans. Add that to the Chartway Arena right in town and Highland Park is usually buzzing with concerts, basketball games and comedy shows. As a result, traffic and noise may increase during major events.
University Village food and drinks
Half a mile from the S.B. Ballard Stadium is Monarch Way, a street full of popular eateries for students and residents. Mojo Bones is a popular place to grab burgers and drinks before and after home games. Nearby is Perfectly Frank ODU, a hot dog joint that also serves breakfast sandwiches and homemade chili. Head over to the recently expanded Del Vecchio’s for a New York-style slice of pizza, or try Osaka Ramen and Sushi for a fresh palate cleanser. Punjabi Rasoi Indian Cuisine and La Herradura Mexican Restaurant and Cantina are both just down the road and are great spots for something a little more unique.

Bike around Highland Park
With plenty of bus routes for students and residents alike, getting around Highland Park is easy-going. Only a mile or two across, the neighborhood is small enough to bike around, so folks frequent Hund’s Re-Cycle Factory to buy upcycled bicycles or get old ones repaired. Conveniently, the Norfolk International Airport is only about a 7-mile drive away. Eclectic nightlife in Park Place and Larchmont are both within a short driving distance.
Classic college town feel
Because of its proximity to Old Dominion University, half of Highland Park is student housing and apartments. In the past, Highland Park had to adjust to the hustle and bustle that comes from cohabiting with pep rallies, tailgate parties, and roaring football games. Therefore, Old Dominion University’s on-campus police officers share jurisdiction with the Norfolk Police Department.

The GreatSchools Rating helps parents compare schools within a state based on a variety of school quality indicators and provides a helpful picture of how effectively each school serves all of its students. Ratings are on a scale of 1 (below average) to 10 (above average) and can include test scores, college readiness, academic progress, advanced courses, equity, discipline and attendance data. We also advise parents to visit schools, consider other information on school performance and programs, and consider family needs as part of the school selection process.
