With over 38 years’ experience as a Civil Engineer, Gene Jr. has extensive experience in Construction Engineering, Civil Design, and Inspection work, on utilities, buildings, landfills, geo-technical, bridges, regulatory agency construction certification, site construction, roadways and paving projects, as well as establishing quality control procedures. He is highly qualified in materials testing and specification review, shop drawing review, site review, construction inspection activities, and construction administration. He began Hulbert Engineering & Land Surveying as President, with Eugene Hulbert, Sr. in 2002. Gene Jr. is a Professional Engineer in New York, Pennsylvania, Connecticut, Vermont, Maine, and Hawaii; Certified NYS Code Enforcement Official; Certified Floodplain Manager; Certified Professional in Erosion and Sediment Control; Certified Asbestos Project Designer; Asbestos Management Planner, Asbestos Building Inspector; OSHA Certified. He is a Professional Member of the Construction Specifications Institute and the American Society of Civil Engineers.
