I retired as Sumter City Manager having worked in local and state government for almost 40 years. I have an undergraduate degree in Accounting from U.S.C. and a Masters in Public Administration. I have served as the Chair of the Chamber of Commerce, President of the Rotary Club, serve as Treasurer of the Salvation Army, served as Vice Chair of the USC Sumter Foundation and served on the Executive Committee of the State Baptist Convention. A long term member of the Shaw-Sumter Community Council I deem it a privilege to support our military families and have developed friendships that are worldwide. I attend Grace Baptist Church where I am a Deacon, Treasurer and T.V. Ministry Coordinator. My wife of 51 plus years and I have 2 children, Dr Scott Tobias who is Director of Bands at West Virginia University and Rev Kelly Settlemyre who is Minister of Music/Education for a Church in N.C.
