This can make it very hard to impossible to use a VA loan. This is because the VA will not lend on homes that need major repairs, such as structural, foundation or roof. Unless you have the conventional 20% to put down as a downpayment, your best option may be an FHA 203k loan. This is a renovation loan that will allow you to roll the repair costs into the loan and requiring as low as a 3.5% downpayment. Your annual income is too high for down-payment assistance, but I would bet you could easily qualify for an FHA loan requiring as low as 3.5% down-payment.
