Blackwell, located in Richmond’s Southside, is a neighborhood with a strong sense of community and a significant civil rights history. Named after James H. Blackwell, a civil rights leader and educator, the area commemorates his contributions by naming the local school and neighborhood after him. Blackwell has a legacy as a center for Black businesses, which is still evident today with numerous Black-owned restaurants along Hull Street, such as Croaker's Spot, Pig and Brew, and Red Hibachi & Beer. The Manchester Manifest festival, held on the first Friday of each summer month, brings residents together with local vendors, food, drinks, and live music. The Blackwell Community Center, located on the elementary school grounds, offers art classes, sports, and a computer lab, while the Hull Street Branch of the Richmond Public Library hosts educational events. Despite past discriminatory lending practices, the Neighborhoods in Bloom project has brought investment to Blackwell, resulting in a mix of historic homes and occasional new Craftsman constructions. The area is primarily residential with single-family homes, many dating back to 1919, featuring ranch and bungalow styles. Blackwell Park, also known as Charlie Sydnor Playground, and the public Blackwell Pool are popular recreational spots. Commuters benefit from the neighborhood's proximity to downtown Richmond, less than 2 miles away, and access to major transit routes like Hull Street and Maury Street.
