Jessie R. Carter Traditional Elementary School is a public elementary school that serves grades k-5 in the Jefferson County Public School district. Carter Traditional is located in the Park Duvalle neighborhood, serving a predominantly African-American community. Carter Traditional identifies the tenants of a highly organized learning environment as stringent academic standards, a basic skills curriculum, maximum instructional time on task, meaningful parent involvement, and nightly homework, among other things. Carter Traditional has a Parent Teacher Association that works to support the school community, as well as a site based decision making council that is made up of parents, community members, teachers, and administration who work to make decisions regarding the operation of the school. 76.4 of Carter Traditional students received proficient or better scores on the Kentucky standardized test for the 2018-2019 school year. This sets Carter Traditional at a higher achievement rate than the state as a whole. Carter Traditional offers many extra curricular and after school programs including orchestra, band, cheerleading, cross country, newspaper, and many more. Students at Carter Traditional must wear a uniform daily. Every student is loaned a chromebook that is equipped with high-speed internet so that digital access is guaranteed for all students. Carter Traditional shares a building with the Ujima Neighborhood Place and is located across the street from the Fire Department and Louisville Metro Police Department Second Division Precinct.
