Special needs kids have teachers that arnt trained in special education. Like they told me it's not required for them. So just place any teacher from a reg class and move into special need education seems like the thing they do without training nor patience for it.

My child went to this school K-1, had the same teacher both years. He was behind. There was very little communication. This school has poor leadership and it is reflected in the staff. There is low moral across the board.
