At the corner of East 79th Street and Hough Avenue, a Cleveland Civil Rights Trail marker commemorates the significance of the 1966 Hough Uprising. In a week of rioting, the Hough neighborhood changed its makeup, taking decades to rebuild after property values reached low numbers and homes needed renovations.
Today, Hough lives with the spiritual remnants of an uprising amid a resurgence, with new housing developments and public spaces emerging. The area is home to Cleveland’s History League Park and the African-American Museum in Cleveland, which preserve the past but are also recreation spots for young residents.
Opportunity zones, new initiatives look to revamp community
The neighborhood's properties range from Colonial revivals dating to the turn of the 20th century to modern townhouses. Colonial revivals from the early 1900s that need renovations range from $80,000 to $125,000, while move-in-ready versions can reach up to $200,000. New-build townhouses and single-family dwellings can cost upwards of $130,000 to $350,000. Most homes are accompanied by a driveway for your vehicle, but it is not a pedestrian-friendly neighborhood.
Sections of Hough are designated as Opportunity Zones, federally identified areas with a history of economic distress where investors receive tax benefits. “Investors are looking for growth, and the neighborhood is transitioning quickly. Homeowners receive $30,000 to help with their down payment from Greater Circle Living. Residential buyers are jumping on these initiatives, taking advantage of the financial incentives,” says Sophie Boehlen, Broker/Operating Principal of Premier Heights Realty LLC. Of nearly 11,000 residents, 75% are renters, with more units in progress. An example is a project at 9410 Hough Avenue in Cleveland, featuring over 100 affordable housing units aimed at households earning from 60% to 80% of the area’s median income.

Historic facilities pay homage to MLB, African-American history
Cleveland’s Historic League Park, located in the heart of Hough, is a historic baseball stadium built in 1891. Although much of the park was dismantled in the mid-20th century, parts of the original structure remain and have been repurposed as a community space and museum, celebrating Cleveland’s rich baseball history. “League Park is notable in the grand scheme of major league ballparks. It is in the middle of the neighborhood, which gives you an early taste of what Major League Baseball was back in the 1920s,” says Terry Metter, Librarian at the Cleveland Public Library.
Other parks in the neighborhood include the Thurgood Marshall Rec Center, which features baseball fields, tennis courts, and a basketball gym. On the neighborhood's east side, residents stroll through the Cleveland Cultural Garde, which features 35 distinct gardens honoring immigrants who contributed to the United States' heritage. The community is also home to The African-American Museum in Cleveland, the first-ever history museum dedicated to African Americans.
