Quintessential suburb just west of historic Dover
On the west side of the Capital of the First State, Bicentennial Village brings a suburban and family-friendly atmosphere to the otherwise historic Dover. With a small population of about 600, more than half of the community is made up of residential homeowners and pocket parks. “The neighborhood parks in Bicentennial Village are open to the public, but they’re intended for families to walk to,” says Carolyn Courtney with the City of Dover Parks and Recreation Department. Cradled between Saulsbury Road and Forrest Avenue, where most of the commercial businesses are located, quiet and calm streets lead residents home to their quintessential subdivisions. “North of Division Street is more residential,” says Todd Stonesifer, a Downtown Dover local and Realtor with The Moving Experience, referring to where Forrest Avenue merges into Division Street. “And south of this street, it becomes more commercialized, especially on the eastern section.” This eastern area is where Colonial-era museums celebrate the city’s heritage, and trendy bars and eateries boost the downtown scene.
Walking to Continental Park and other neighborhood spaces
Bicentennial Village residents have the benefit of walking out the front door to a neighborhood park, where they will mainly just share the space with a neighbor. “Continental Park is an open space where families like to go play kickball or throw frisbees for their dogs,” Courtney says. “You’ll see a lot of people from the neighborhood playing there.” There is also the City of Dover Playground, which has playground equipment for kids ages 2 to 12. On the south side of the community, Schutte Park has shaded woodsy trails and paved trails that circle the athletic fields, which include the baseball diamonds where Dover Little League plays. Also on site is a playground, off-leash dog park and the John Pitts Recreation Center, complete with an indoor gymnasium. “Schutte Park hosts an annual Veterans Day event,” Courtney says. “Church associations and fraternities hold annual walks and fundraisers there, too.” One such organization is the Dover Elks Lodge, which holds its meetings on the east side of town. On the opposite side of Bicentennial Village, golf enthusiasts can practice their swings at Maple Dale Golf Club. This semi-private golf club offers public tee times and membership options that include access to an outdoor pool and a restaurant with rotating dinner specials.

1990s Colonial styles and quaint 1970s ranch homes
Sidewalks line the peaceful residential streets of Bicentennial Village, shaded by maple and oak trees. Most homes are 2,000- to 2,500-square-foot contemporary Colonials that were built in the 1990s, featuring manicured front lawns and driveways that lead to multicar garages. There are also a few quaint ranch-style homes built in the 1970s that offer about 1,000 to 1,500 square feet of space. Depending on the size, updates and yard space, single-family properties range from around $250,000 to $400,000. Traditional-style townhomes built in the 1980s are also available, with 1,000- to 2,000-square-foot units with back patios and small yards, for $200,000 to $275,000.

Dining variety on Forrest Avenue
A variety of cuisines are covered on Forrest Avenue, where residents can also conveniently grab groceries at Redner’s and Food Lion. Rice Fusion and Chaiyo are the local spots for sushi and Asian fare, and Vincenzo’s serves the classic Italian dishes. El Nopal is one of several Mexican restaurants in the area. “We have some great chain dining choices while still having those mom-and-pop places and a dive bar here or there.” Tom’s Bullpen is Bicentennial Village’s local dive bar, with multiple TV screens for big games, pool tables and live music.

Multiliteracy and championship teams at Dover High
Capital School District serves students living in the neighborhood, typically starting with Booker T. Washington Elementary, which is a kindergarten through fourth-grade school with a B-plus Niche grade. Students then spend their fifth and sixth-grade years at William Henry Middle before progressing to Central Middle, both of which receive a C-plus grade from Niche. Dover High School, which is graded a B-plus, has both a diverse and athletic student body. In 2024, the Delaware Certificate of Multiliteracy was awarded to six students for the first time in the school’s history. Also in 2024, the boys basketball team won the State Championship title. Another education option in Bicentennial Village, Academy of Dover is a kindergarten through eighth-grade charter school with a C grade from Niche.
Dover High School is the home of the Senators.
Booker T. Washington Elementary School has 334 students in grades K-4.

Bike-friendly streets from Bicentennial Village to downtown
Saulsbury Road – or Delaware Route 15 – runs north to south along the eastern edge of Bicentennial Village, while Forrest Avenue – or Delaware Route 8 – runs east to west along the neighborhood's south side. Residents can access U.S. Route 13 a couple of miles to the east, and the Delaware Authority of Regional Transit, or DART, services the community. “We’re trying to make Dover pedestrian- and bike-friendly,” Courtney says. “We have a nice network of bike lanes on Senator Bikeway that go east to west through town. The intent is so that a 12-year-old could bike safely from one side of the town to the other.” Courtney also mentions that the nearest regional airport is the Wilmington Airport about 45 minutes away, which offers flights through Avelo Air and American Airlines.

Dover Days on The Green
The days of old come alive about 2 miles east of Bicentennial Village, where The Green has a compelling historic presence. “The Green is where the Constitution was signed, and Delaware became the first state,” Stonesifer says. “There’s all kinds of history all around there.” This grassy square is surrounded by old Colonial buildings, some refurbished into souvenir boutiques and others maintained as museums. This vintage, 1700s-era atmosphere makes The Green the ideal place to host Dover Days, an annual event that takes place each May to celebrate Dover’s heritage. “There’s a major revitalization movement for this downtown area that will bring in even more people,” Stonesifer says. “It’ll have a big effect on the businesses that will service the community.”
