The Upper Valley neighborhood sits between the Rio Grande and the New Mexico border, not far from the Franklin Mountains in west El Paso. Scenic landscaping, mountain views and outdoor recreation are top draws to the residential area. “It’s one of the greenest and most beautiful, lush areas in the city," says Debbi Hester, Realtor at ERA Sellers Buyers & Associates. “We live in the desert, so to live in this neighborhood that’s so green — it’s very evocative, and it resonates well with people from Austin, Dallas and Houston.”

The median sale price in Upper Valley is about $438,000 compared to $262,000 in El Paso. Many houses in Upper Valley date from the 1990s to the 2010s, featuring Spanish Colonial Revival architecture with stucco walls, terra-cotta roof tiles, and arched doors and windows. Attached garages are standard, a welcome feature to help protect vehicles from the West Texas heat. Low stone walls and level sidewalks border many residential streets and cul-de-sacs, and the Franklin Mountains stand tall in the distance. Green lawns and mature trees are common sights, though some properties rely on xeriscaping to aid with water conservation. Lot sizes typically measure a quarter to a third of an acre, and some houses include private pools. Patio homes, snout houses and New Traditional builds cost $200,000 to $320,000, and ranch-style and small Spanish Colonial Revival homes sell for $320,000 to $600,000. Larger luxury houses go for $650,000 to $925,000, and mansions in gated communities fetch $1 million to $1.2 million. Flat terrain and scenic trails are great for walking and cycling
The Rio Grande Riverpark Trail runs along the eastern edge of the neighborhood. “It goes along the levee of the dry riverbed, and families love to walk, run and ride their bikes,” says Hester, who’s been selling homes in El Paso for 17 years. “For cyclists, that’s their favorite neighborhood, because it’s flat.” Trail users can hop on at Mary Frances Kiesling Park, which has a playground and picnic areas. Members of the Tennis West Sports and Racquet Club have access to an outdoor pool with a shaded lounge, fitness equipment and pickleball and tennis courts. The club’s restaurant, 40Love, offers creative cuisine in a rustic chic setting overlooking a small lake. Horse boarding and riding classes are available at Debacs Equestrian Center. Franklin Mountains State Park, about 8 miles away, has hiking, rock climbing, biking and camping.

Public and charter schools offer bilingual education options
Upper Valley is divided into several school zones, but most students begin at Gonzalo & Sofia Garcia Elementary School, which receives a B-minus rating from Niche. They’ll move to Canutillo Middle and High Schools, both rated B-minus. The district offers bilingual education programs, and the neighborhood is home to the B-minus-rated Linguistic Academy of El Paso, a public charter school serving prekindergarten through sixth grade. Signed into law in 2025, the Texas Freedom Education Act gives families access to state money that can be used for certain private schools, homeschooling and other school services.

Highways and Sun Metro buses support local commutes
The neighborhood is about 15 miles from Downtown El Paso and 20 miles from El Paso International Airport. Sun Metro buses stop on Upper Valley Road to connect riders to the Westside transit center. Medical services are available at The Hospitals of Providence Transmountain Campus, about 5 miles away. Construction is underway on State Highway 178 (also known as Artcraft Road) from I-10 to the New Mexico state line. The project began in April 2025 and is expected to take about five years.

Hot, dry summers and flash flooding pose environmental concerns
El Paso’s climate is hot and dry, with summer temperatures that frequently exceed 100 degrees. Hail and lightning are common during the summer monsoon season. Flash flooding is also a concern in Upper Valley due to its proximity to the river and its rocky soil composition, which doesn’t absorb moisture well.
