A planned community on the edge of the city

Driving south out of Elizabeth City, Pelican Pointe is one of the last neighborhoods before the suburban landscape unravels into farmlands and fields. This master-planned community sits along the outskirts of town, directly next to the U.S. Coast Guard Base Elizabeth City and its large air station. Although the neighborhood is inland of the Pasquotank River, a canal stretches behind these manicured residential streets, meaning riverfront access is a short boat ride away — or even right in the backyard of select homes. Streets named after birds, including Pelican Pointe Drive, Ibis Way and Egret Court, unite the distinct sections of the neighborhood. Whether searching for a townhouse, new construction or custom-built home, Pelican Pointe provides a variety of options for buyers in one amenity-filled location surrounded by rural scenery.

Neighborhood sections with distinct identities

Three distinct subdivisions comprise the community. In the Commons, charming townhouses with pastel siding nestle side-by-side along Water Crest Circle, complete with dormer windows above attached single-car garages that lend these multifamily properties a coastal Cape Cod flair. Three-bedroom townhouses sell between $300,000 and $350,000. The next stop upon entering the community is the Village, where homes encircle the Pelican Pointe Community Clubhouse. These homes occupy small lots and are generally two-story new constructions with brick and vinyl siding, listing for $280,000 to $350,000. “Some of the newer subdivisions are flat and don't have trees because they were built on a farm field,” says Alex Thorne, a Realtor with the Rhonda Twiddy Team. Following Pelican Pointe Drive leads to the Pointe, where a range of custom single-family homes stretch all the way to the Pasquotank River. Lots here are larger — between a quarter-acre to nearly a full acre — and some homes sit directly on the community’s canal for easy river access. Homes not directly on the are a short walk away from the community’s playground and pool. Homebuyers can purchase lots to build their dream home on the Pasquotank River or pick from spacious New Traditional houses priced from $380,000 to $720,000.

Aspiring farmers get involved at Northeastern High

Elizabeth-City Pasquotank Public Schools operates three schools within 5 miles of Pelican Pointe. J.C Sawyer Elementary scores a C-minus from Niche, while River Road Middle receives a C. Northeastern High earns a B-minus and is known for its active and involved Future Farmers of America chapter, which manages seven greenhouses on the high school’s campus. Fall and spring plant sales raise funds for the club, and students can take courses on animal science, horticulture and natural resources to get a head start on all things environmental and agricultural.

Neighborhood amenities include a community pool, tennis courts and playground, all of which are located in the Pointe. Adult and youth leagues play soccer at the River Road Sports Complex and baseball at the South Park Sports Complex, which both house five lighted fields and playgrounds. Fun Junktion is about 7 miles southwest of the neighborhood, but it’s well worth the 10-minute drive. This rural park is surrounded by farmland and trees, making it a safe place for children to roam between the playground, fitness equipment and skate park. A range of play equipment is available for kids of all ages, including a splash pad, jungle gyms and a sandbox.

Planes from the Coast Guard Air Station soar overhead

Pelican Pointe is directly next to the U.S. Coast Guard Base Elizabeth City, which locals consider to be an integral part of the city’s identity. The Coast Guard Air Station operates out of Elizabeth City Regional Airport, also adjacent to the neighborhood. Although some air traffic can be heard from the neighborhood, HowLoud rates the area’s overall Soundscore as calm. “We host the Coast Guard Marathon right here in the city,” says Rhonda Twiddy, team lead of the Rhonda Twiddy Team. “Our first one was in 2021, and the Coast Guard was the only branch of the military without a marathon. So, flat land and good weather have really helped people continue to come and enjoy that.” The marathon route runs right past the neighborhood along Weeksville Road.

Away-from-the-city feel just 4 miles from Downtown

An array of locally owned shops and restaurants line the waterfront in Downtown Elizabeth City, roughly 4 miles north of Pelican Pointe. “I live right by the Coast Guard base, and it takes about five minutes to get Downtown by car,” Thorne says. For big-city amenities such as the nearest international airport, folks take U.S. Highway 17 to Norfolk, about 50 miles north. The Outer Banks is approximately 50 miles east via U.S. Highway 158, putting the beach within easy day trip distance. Both trips take 50 minutes to an hour, depending on traffic conditions.
