Normandy is a sleepy suburb two miles northwest of the Iowa City Downtown District and 1-½ miles north of the University of Iowa and its medical center. "Because of the proximity to UI and the hospital and clinics, this area has many folks who work there and walk, bike ride or take their scooters to work," says Realtor Daphne Patton, who sells houses in the neighborhood with Urban Acres Real Estate. The neighborhood offers walkable access to the City Park, an expansive greenspace that hosts outdoor theatrical performances in the summer. Residents also spectate college sports and indulge in the downtown's diverse cultural offerings, like the art museum and annual jazz festival. Normandy's land runs low and flat along the Iowa River and is prone to flooding. Locals commonly refer to it as "Mosquito Flats."

Single-family houses constructed on a floodplain
The neighborhood was developed in the 1960s. Wood-exterior and brick ranch-styles sell for between $170,000 and $420,000. Bi-level houses sell for between $230,000 and $310,000. The neighborhood was built on a floodplain after the city annexed the land in the 1950s. Floods severely damaged many of the neighborhood's houses in 1993 and 2008. The water's height in 2008 reached the 500-year flood mark. The city and the federal government have spent millions to raze many houses to prevent further flooding. "By reducing the density of homes in that area, that would help reduce future flooding risk because the lack of homes would give more natural areas for water to spread out instead of rise," says Realtor Daphne Patton, who sells houses in the neighborhood with Urban Acres Real Estate. Patton's family has lost two homes in Normandy due to flooding. The lots left over after the structures were demolished remain empty and cannot be developed in the future. "The area is a natural floodplain, and the city's goal is to return that area back to what nature intended," Patton says. According to Risk Factor, almost all houses in the neighborhood have a minor to severe risk of flooding.

Hancher Auditorium and Riverside Theatre
Immediately east of the neighborhood, City Park is home to the Riverside Theatre, an outdoor venue hosting free summer theatrical productions. The Riverside Shakespeare Festival comes to the park every June. The neighborhood is a mile northwest of Hancher Auditorium, a performing arts center owned by the University of Iowa.
