Although Poplar Hall became a residential area in the late 1700s, homes started popping up in the 1950s after World War II. Its name derives from Poplar Hall, a historic Georgian mansion built in the 18th Century that still stands on Stuart Circle today. The Elizabeth River runs along the neighborhood’s western edge, giving residents who live along the water a quick spot to fish and unwind. “People tend to flock to this neighborhood because the houses are nice, there's a wide range of homes, and it's close to naval bases and shopping,” says Sara Vaughn, a Realtor with EXIT Realty who has over 14 years of experience. Interstate 264 sits south of the homes and takes commuters to downtown Norfolk 6 miles away. Whether locals live here to be close to the Norfolk International Airport or the Naval Station Norfolk, they’ll stay for the quiet streets and access to popular shopping spots.

Commuting to Norfolk on I-264
Interstates 64 and 264 are close to Poplar Hall, making commuting into downtown Norfolk a breeze. “The commercial buildings around the neighborhood block the noise from the interstate,” Goodling says. I-264 also gives residents a direct path to the sandy shores of Virginia Beach. Locals who bike or walk along the Poplar Hall Road median path will see the bench placed by the Poplar Hall Civic League in honor of their beloved neighbor, Delcina B. Owens, who was known for being active in the community and for her daily walks.
Broad Creek Shopping Center and popular eateries
Locals have plenty of stores to choose from, all less than 2 miles away. Customers can browse the shelves at Target in the Broad Creek Shopping Center or the T.J. Maxx in the JNAF Shopping Center. Norfolk Garden serves Korean dishes, Tamarind Indian has a menu full of Indian street food, and Ichran Japanese Ramen serves hot bowls of house-made ramen. Four-bedroom 1950s ranch, split-level and Georgian-inspired homes fill the Poplar Hill streets and sell for $200,000 to $350,000. “Norfolk has multiple military stations, so we see a lot of military members moving to the area. In Poplar Hall, there’s a blend of people who stay and others who move out because of their military status. Some keep their homes even after moving way to use as investment properties,” says Savannah Goodling, a Realtor with The Bryant Group who has over seven years of real estate experience. Residents get large lots, often with crepe myrtles or pine trees in the front yards. Most roads are narrow, but the lack of sidewalks gives residents more front yard space. Some homes along the Elizabeth River have private piers where fishing enthusiasts can sit outside and try to reel in rockfish or speckled trout.
Poplar Hall has a CAP Index crime rate of 5 out of 10, with 4 being the national average, but Poplar Hall also has a higher-than-average rate of nonviolent crimes. The Poplar Hall Civic League is dedicated to improving residents’ lives by hosting monthly meetings and community cleanup events.

Disc golf and morning walks at Poplar Hall Park
Poplar Hall Park, which sits south of the homes, features a 9-hole disc golf course. Kids can climb on the playground equipment while older visitors practice on the basketball court or baseball field. The paved walking trail takes visitors along the park’s border, past the disc golf targets. Locals who prefer indoor fun can drive to the Norfolk Public Library: Janaf Branch.
