Quiet living east of Williamsport
The borough of Picture Rocks has a population of just over 600 people about 19 miles east of Williamsport in Central Pennsylvania. European settlers named the area Picture Rocks in the 1800s after discovering Native American paintings on the 200-foot rock ledge bordering the borough. The paintings were likely created by the Monsey Indians, a native group that once lived in the area. The paintings are now long gone, their meaning never deciphered, but the towering rock ledge remains as Picture Rocks Park. Locals today enjoy a slow pace of life with the backdrop of rolling hills on the edge of the Allegheny Mountains. “It’s just a quiet town,” says Bill Dorman, Picture Rocks Borough Manager and resident for 85 years.

Traditional homes on Main Street and newer builds on the outskirts
Most homes in Picture Rocks were built in the late 19th and early 20th centuries and include Colonial Revival, Victorian, traditional and farmhouse styles lining Main Street and Laurel Run Street. These homes usually cost between $125,000 and $200,000. Lots are about half an acre in size, and backyards often have sheds or detached garages. Some developments from the 1980s and ‘90s include split levels and ranches, and these are just on the outskirts of Picture Rocks along Nunn Lane and Taylor Hill Road. These newer homes are mostly valued between $200,000 and $300,000 and sit on 2 or 3 acres of land. Many also have inground pools and attached garages. Muncy Creek goes through Picture Rocks, posing a flood risk for some properties.

A community yard sale and more local events
The Picture Rocks Borough Council puts on community events throughout the year. “We’re having big doings here this September with the Corvette Club. We’re looking at 100 cars out there at Picture Rocks Park,” Dorman says. “We also have an annual yard sale that draws quite a bit of interest.” He notes that families gather for reunions and birthday parties at Picture Rocks Park as well. The council is also planning the sesquicentennial – that's 150 years – celebration event for the borough in 2025. “It’s still in the works,” Dorman says.
Picture Rocks Park and Van Rensselaer Park
Picture Rocks Park has a steep rock face with Muncy Creek flowing below. Visitors enjoy tubing, swimming and hiking along the gorge. Van Rensselaer Park has a baseball field, basketball court and tennis courts, though Dorman says the borough plans to remove the tennis courts due to cracking and stormwater pooling underneath the surface. “You can practice on them, but that’s about it. We haven’t ripped it out yet, but it’s coming.” He also says that, although the baseball field is regularly mowed, “there’s no organized team [that plays there]. We go to Hughesville for Little League.”

Students attend the East Lycoming School District
Picture Rocks has its own elementary school serving kindergarten through sixth grades, George A. Ferrell Elementary School. “At one time we had a high school [in Picture Rocks]. The building where the kids now have seven years is the original high school building,” Dorman says. In 2018 and 2019, Ferrell Elementary School was recognized as a Blue Ribbon School by the U.S. Department of Education, acknowledging the institution’s strong academic performance, and it earns a B-plus grade from Niche. Students continue to Hughesville Junior-Senior High School for seventh through 12th grades. That school earns a B-minus.

Hughesville Junior/Senior High School has 747 students in grades 7-12.

Tivoli Tavern and nearby grocery stores in Hughesville and Muncy
“We have a post office, a volunteer fire department and a beauty parlor, but no gas stations or restaurants,” Dorman says. “If you want a loaf of bread, you’ve got to go to Hughesville.” TJ’s Market is a small grocery store in Hughesville, and there’s a Weis Market about 6 miles southwest in Muncy. For those who worship, the borough is home to Picture Rocks United Methodist Church and Picture Rocks Baptist Church. Dorman says that Picture Rocks no longer has any functional farms in its boundaries, except for Shelinski’s Tree Farm, which grows Christmas trees. Residents drive about 2 miles northeast to Tivoli Tavern for a bite. Mementos, dollar bills and neon bar signs decorate the walls of the restaurant, where diners can grab a drink and American dishes such as chicken wings, burgers and steak.

The nearest grocery store to Picture Rocks, is TJ's Market, a few mile drive south.

Rural area with highway access
U.S. Route 220 goes through this car-dependent place, connecting with Interstate 180 into Williamsport. “[Picture Rocks] is a rural area, but the highway runs through it, and we’re about 30 minutes to Williamsport,” Dorman says. Route 220 also goes northeast into neighboring Sullivan County. Geisinger Medical Center is a hospital about 7 miles southwest in Muncy, and UPMC Williamsport hospital is about 20 miles west. Williamsport Regional Airport is 15 miles west in Montoursville.
