Just north of the Weirton-Steubenville metropolitan area, Toronto is a small city along the west bank of the Ohio River. The city's access to the river helped establish it as a thriving industrial town and transport hub for terra cotta, coal, lumber, glass, porcelain and steel. The city's economy and population boomed even more after Titanium Metals Corporation of America (TIMET) brought titanium manufacturing into the community. Although other industries declined as years passed, TIMET remains a lucrative industry and major employer for the area, supporting the city's roughly 5,000 residents. Locals live in tranquil neighborhoods with historic architecture. The city has a collection of community parks and small businesses, plus a major highway leading into the metro area.

Bungalows, foursquares and colonials line hilly roads and waterfronts
Residential streets undulate with the area's rolling hills. Most roads are paved, but a few still have original brickwork. Narrow sidewalks line small, occasionally fenced-in front yards. Homes showcase a medley of architecture. Compact bungalows and Cape Cods blend with stately American Foursquares, Craftsman-style houses and Dutch Colonials. Some properties date back to the late 1800s and exhibit colonial or Victorian influences. Riverfront homes have sprawling views of the water and private docks. A few parts of the city also have townhouse complexes and manufactured home communities. Prices typically fall between $80,000 and $390,000, with a median of roughly $145,000. Homes along the river risk seasonal flooding, but levels rarely exceed the shoreline embankments. "We don't really worry about it until it rains for weeks straight," says Kristen Willett, a city native and the mayor's administrative secretary.

"Around here, if you can get to the school, you can go to it," Willett says. "We have kids who go to Steubenville schools, but we also have Steubenville people who come here." Most students stay in town and attend Toronto's school district, which has two elementary schools and a combined middle and high school. Karaffa Elementary is currently unrated by Niche, but both Toronto Elementary and Toronto Junior/Senior High have B scores. The middle and high school is well-known for its fine arts program and The Red Knight Marching Band.

Summer means boaters on the Ohio River and people at Memorial Pool
Toronto follows the banks of the Ohio River. Boats sail up and down the shoreline during summer. Boaters can rent dock spaces at Last Resort Riverfront Bar & Grill's marina, but Newburg Landing offers a public boat launch. People can look out at the water from the park's observation deck or walk along the sand of its small beach. Summertime crowds visit Memorial Park to watch Little League games and swim in the Toronto Memorial Pool. The park also has hardcourts for tennis and basketball, a playground and a covered picnic shelter. Dyer Country Club near Eddie Dew Airport is a private, nine-hole course where people practice their swing and watch small aircraft fly overhead.

Toronto’s location and highway access make tri-state travel quick
State Route 7 runs along the border of Toronto. It's the city's main connection to Highway 22, which crosses the Ohio River. "You can go to three states in like 10 or 15 minutes," Willett says. "We're in Ohio, but then you cross the bridge 7 miles down the road, and you're in West Virginia. And if you keep going through on 22, you run into Pennsylvania." In roughly 35 minutes, drivers can arrive at Pittsburgh International, the closest commercial airport. Just south of Highway 22 is Steubenville, the closest major city. While Trinity Family Care Center is inside Toronto, the nearest hospital is in Steubenville.

Fourth of July fireworks, military holidays and Hallmark winters
The city is well-known for the annual Red, Knight & Blue fireworks celebration during Independence Day weekend. "We have the best fireworks in the area," Willett says. "You can ask anybody. I get people calling in December to ask when the fireworks display is going on, which it's always the first Saturday of July." Most people watch the show from their yards, but locals also gather at the Toronto Memorial Pool to admire the display from their floaties. Other events, like the 9/11 Patriot Day and the Memorial Day celebration, honor the military and veterans. Labor Day weekend brings the annual Arts and Crafts Festival. Locals celebrate the winter holidays with a Christmas parade, pictures with Santa and downtown decorations. "We have the lights that go across the street like in Hallmark movies," Willett says.
