Three bridges connect North East Riverside to downtown Waco
Before the Civil War, kilns and cotton mills littered the area northeast of the Brazos River, otherwise known as East Waco. The river created a fissure between the modest eastern settlement and the more prosperous village on the western bank. While manufacturing plants and warehouses still operate from the neighborhood, redevelopment is afoot. Historic Elm Avenue is evolving into a retail and dining destination, and the Washington Avenue Bridge and Waco Suspension Bridge provide pedestrian access to the downtown district. “The original plan was that Waco was going to become a second Dallas or Austin, and then the tornado came through [in 1953] and tore those plans to bits,” says Mike Hamilton, chief creative officer at Rogue Media Network. “East Waco used to be in shambles; now that’s where they’re all building.” The neighborhood also has strong ties to Baylor University: McLane Stadium, home of the Baylor Bears football team, hosts a thunderous crowd from its riverside location.

Beer and BBQ on historic Elm Avenue
Steps from Elm Avenue, the taproom and beer garden at Brotherwell Brewing beckon to thirsty passersby from East Bridge Street. The brewery has served patrons for over a decade and regularly hosts live music and trivia nights. A stroll up historic Elm Avenue leads past home goods and clothing stores, flower shops, tattoo parlors and the East Waco Library. Two joints, Tony DeMaria’s and Jasper’s, vie for the barbecue crowd, and diners at Revival Eastside Eatery tuck into specialty sandwiches and salads in a renovated church with exposed brick walls. Farther north near Interstate 35, H-E-B is a convenient place for groceries.

A trident of highways
Once upon a time, Elm Avenue was the main thoroughfare leading travelers north and east of Waco. Though it’s still a major artery within North East Riverside, more options are available today. Waco Transit System buses stop in numerous places throughout the neighborhood including on Elm Avenue. With West Waco Drive forming the western border, U.S. Route 77 running along the eastern side, and Interstate 35 cutting a path straight through the neighborhood, motorists have no trouble getting around the city. Residents on the western side of I-35 can easily access the pedestrian bridges to downtown Waco, a walk that takes 15 to 30 minutes depending on the starting point. The other side of the interstate is less pedestrian-friendly due to traffic on M.L.K. Jr. Boulevard, which runs parallel to the Brazos River. Flights to major Texas hubs are available from Waco Regional Airport, 9 miles away.

Bungalows and investment properties
With downtown Waco right across the river, homes in North East Riverside are in a favorable location. Some date to the early 20th century, while others were built within the last year or two. Bungalows and shotgun-style homes crowd together, separated by strips of grass and driveways long enough for a single vehicle. Lot sizes measure under a quarter acre on average. Vacant lots represent the bulk of the available inventory, with prices ranging from $20,000 to $50,000. Fixer-uppers and two-bedroom bungalows cost around $80,000 to $120,000. New single-story open-concept homes sell in the $200,000 to $250,000 range, while renovated Victorian and Italianate homes are priced $300,000 to $650,000.

Home of J.H. Hines Elementary School
Kids start at J.H. Hines Elementary School on the neighborhood’s western side. The elementary school has a Niche grade of C-minus. After that, it’s on to G.W. Carver Middle School, which is on the other side of West Waco Drive and gets a C from Niche. Waco High School receives a B-minus and lies 3 miles south in the Heart of Texas neighborhood. North East Riverside is also home to Rapoport Academy, a free public charter school that hosts students from pre-kindergarten through grade 12 and earns a Niche grade of B-minus.

Doris D. Miller Memorial
The East Riverwalk trail follows the path of the Brazos and leads past the scenic Waco Suspension Bridge, right into Doris D. Miller Park and Memorial. Miller was a Waco native and WWII veteran who was the first African American to win the Navy Cross. A 9-foot bronze statue of the hero greets visitors outside a battleship-themed memorial. After following the trail for about 1.5 miles, hikers can cross the river to Cameron Park, where more challenging trails await. Near Rapaport Academy, tennis and basketball courts anchor one side of East Waco Park. Walking paths lead past a baseball field to a shaded playground and oversized picnic pavilion. On the eastern side of I-35, Brooklyn Park offers an exercise trail, outdoor fitness station and small play structure.

Remnants of an industrial past
The redevelopment of Elm Avenue has been a boon for the neighborhood, but manufacturing facilities and warehouses continue to dominate large swaths of real estate, especially east of the interstate and near the river. However, the facilities translate into job opportunities for nearby residents. Flood risk is a concern, too. “One of the probable difficulties in the expansion is with the flood zone map,” says Joe Reed, Realtor with Weichert Realtors. “On the downtown side, the flood zone basically stops at the riverbank. But on the north side of the river, the flood zones extend a ways. That makes construction and renovation a little more difficult.”
