In the northern panhandle of West Virginia, the city of Weirton has been recovering after its once-strong steel industry vanished in the 1980s. “The last 10 to 15 years, we’ve seen people putting an effort to turn things around,” says Rachel Keeney, the Top of West Virginia Convention and Visitors Bureau executive director. “Several new shopping plazas, restaurants and businesses have opened during that time.” The Owings Addition neighborhood is north of downtown, sandwiched between the Pennsylvania and Ohio state lines.

Commuters to Pittsburgh and new Weirton businesses
Many people who live in the Owings Addition neighborhood and Weirton commute to Pittsburgh for work. “People work in Pittsburgh and live in Weirton due to the cheaper taxes, housing, rent and that small-town feel,” says Evan Cuomo, associate broker with Cedar One Realty. Recently, there have been more reasons to live and work in Weirton with the opening of Form Energy at the site of a former steel mill. It’s a battery manufacturer that opened early in 2024, and there are plans to expand and eventually employ about 800 people. “Cleveland Cliffs used to be a steel plant, and they are repurposing it to a transformer company,” Cuomo adds. A tinplate component of that plant stayed open until early 2024. The new purpose of the building will start in 2026 and will provide reemployment opportunities for 600 workers from the idled tinplate mill.

Steve Dorich Memorial Park
Steve Dorich Memorial Park is in the neighborhood built on a hill, like most of the area. At the east end, at the top of the hill, is a full basketball court with a fence separating it from the rest of the downhill amenities. That barrier prevents a ball out of play rolling to June Street. Other features include a picnic shelter and playground equipment. Three miles south in downtown Weirton is the Brooke-Hancock County Veterans Memorial Park. A Corsair jet sits near the park entrance - a September 11th memorial is also there, with a piece of metal from the World Trade Center buildings and a Super Cobra helicopter. Golfers can enjoy playing 18 holes with a stunning view of the Ohio River at Williams Golf & Country Club.

Dining options traveling east on Pennsylvania Avenue
Within a mile east on Pennsylvania Avenue from the neighborhood are a few dining options, like Buckey’s Smokehouse & Catering, which is only open for dinner Tuesday through Thursday. They’re known for large portions and their pulled pork sandwich. Patty’s Family Restaurant is a breakfast and lunch diner that opens at 6 a.m. daily. Oasis Lounge is a bar and restaurant that opens for lunch and is a place to hang out and watch the Steelers game or any other sporting event. For quick grocery items, there’s Convenient Food Mart on Pennsylvania Avenue, and further east are Shop ‘n Save, Aldi and Kroger.

Hancock County schools
Weirton residents who live north of downtown are in Hanock County. The Hancock/Brooke County line goes through downtown Weirton, and that determines what public schools are available. Weirton Elementary School students attend through fourth grade at the B-plus Niche-rated school. Weir Middle School and High School are both B-minus-rated schools in the neighborhood south of Pennsylvania Avenue. Students interested in a trade skill can take classes at the John D. Rockefeller Career Center about 10 miles to the north to take automotive repair and carpentry courses. The Weirton campus of West Virginia Northern Community College is 2 miles away. Across the Ohio River in Steubenville Ohio, Franciscan University is a private Catholic school with about 3,000 students enrolled.
Weir High School is home to the Red Riders sporting teams.
Weir Middle School serves about 602 students and has a B- rating from Niche.

Route 22 to Steubenville and Pittsburgh
Route 22 is a major road that runs east and west. It’s a four-lane highway that leads to the Ohio city of Steubenville to the west across the Ohio River on the Veterans Memorial Bridge. To the east, it leads to the western Pittsburgh suburb of Robinson Township and Interstate 376, which runs between Pittsburgh International Airport and downtown Pittsburgh. Public transportation is provided by the Weirton Transit bus line, which has a stop on Pennsylvania Avenue and 11th Street. The nearest hospital to the neighborhood is Weirton Medical Center, the largest employer in the city.
Owings Addition residents have convenient access to Route 22 at the Cove Road exit.
